Insecurity

Monahan talks about the fear of the "other" (Bauman & Lyon, p. 102), and to cope with insecurity, citizens should stockpile supplies and accept extremes like domestic spying and torture (p. 102).

This can be thought of as a "culture of fear" (p. 106).
