Google Hangout

Google Hangouts is a Google tool which allows and facilitates online conferencing. In order to share the video with others, the video has to be broadcast live. According to Google, "Once your Hangout On Air is over, it’s easy to keep the conversation going. The recording will be publicly available on Google+ and on your YouTube channel, ready to be shared." Many sites (i.e., "How to Use" and "Google+ (Plus)') advocate the use of Google Hangouts, but the FERPA precautions are not detail.
