Children's Internet Protection Act (CIPA)

CIPA is the Children’s Internet Protection Act (CIPA), and it was enacted in 2000 to safeguard children from obscene materials. It withholds money schools receive from the federal government unless the schools can prove that they limit children's access to obscene content. Schools and libraries must filter and make sure students cannot access information whose nature is "(a) obscene; (b) child pornography; or (c) harmful to minors" ("FCC Guide).
