The Clans

There are three types of Tulgar clans:

Kangar - A clan that can call one or several other clans their vassals are worthy of the title Kangar and their leaders can approach the great Moot.

Quaz - Most clans fall under this umbrella, these are the traditional Tulgar clans.

Khorr - These are the clans that live in towns. They have low social status among the other clans and are all vassals to some clan or another, but they have some clout due to their wealth and connections to surrounding civilizations.

The first Tulgar town was founded by a forgotten people pushed out of the Uru empire who settled on the borders of the steppes. This people made a fortified settlements but did not live there long before they were vassalized by a Tulgar clan. Said clan was later decimated in some war and their remnants retreated to their vassal fort to regain their strenght, but instead they merged with the people there and became the first settled clan known as Khorr, from which we get the name.

Tulgar towns are closer to fortified trading posts than actual towns and their survival hinge on the protection of their Kangar-clan who find them convenient for taxing purposes. The Tulgar clans war between themselves over the ownership of the trade routes over the steppe, particularly from the Uru empire to Vezants and burning rival towns is a tried and true way of forcing the relocation of trade routes.
