Jereman is governed by loose alliances between warlords, titled Atamans from the various areas. These atamans would fight each other as often as an outside enemy. While a kniaz ruled Jereman, all the atamans were attending his court, and any disagreement could usually be resolved there, however with no leader to hold the peace, they went back to raiding each other. Now two atamans have taken control over most of the populated areas, uniting the people with promises of stability and peace. They have also reinstated the institute of bogatir and with the support of beggar knights from the church they have been able to banish the other atamans from the area. Having lost their territory but not their men at arms, these atamans fled to Tulgar and have attempted to gain supporters there to attack Jereman and depose the ataman confederacy. The confederacy will not be able to hold power without the backing of Triman, however they have no claim to the position as kniaz of Jereman, and with no Tzar in place, there are few in Triman he can expect help from.
