**Open template and Duplicate
Close original and delete Credit layer
**Close out all layers except the background layer
(I tend to work from the bottom to the top)
*Background layer...MW and C&P into selection paper 12
Apply Mask of Choice and Merge Group
*2 Grey Circles2 layer...MW and C&P into selection paper 2
*2 White Dotted3 layer...Leave as is
*2 Black Circles1 layer...MW and C&P into selection paper 20
*2 White Dotted2 layer...Leave as is
*2 White Circles2 layer...Leave as is
*2 Black Dotted2 layer...Select All/Float/Defloat
and Flood Fill with #4984bc...Add some noise
*4 Black Circles layer...MW and C&P into selection paper20

top left corner of the canvas...Slide beneath the first balloon
*Element 53...C&P as a new layer...RS by 85%...Place toward the
top left corner of the canvas...Place in front of the first 2 balloons
*Element 5...C&P as a new layer...Place toward the
top left corner of the canvas...Place in front of the lollipop
*Element 83...C&P as a new layer...RS by 85%...Place toward the
top left corner of the canvas...Give a slight angle to the right...
Place in front of the first 2 balloons
*Element 28...C&P as a new layer...Place toward the
top left corner of the canvas...Place in front of the party hat
**Close out all the layer except the balloons, lollipop and hat
Copy Merge and paste them as a new layer...Mirror and place to the
right side of the canvas
*Element 9...C&P as a new layer...RS by 75% 2xs
Arrange the box under the balloon bunch on the right side of the canvas
*Element 35...C&P as a new layer...Place towards the top
right corner of the template
*Element 68...C&P as a new layer...RS by 75%
Place to the bottom left corner of the canvas
*Wordart1...C&P as a new layer...RS by 75% 2xs
Place where you like it
Add your preferred Tube where you think it looks best
Add your name, Copyright info and Watermark
Re-Size your tag if you want to and you are done
