Some Abbreviations I use:

C&P~Copy and Paste

RS~Re-size

DS~Drop Shadow

MW~Magic Wand

Template:

**Open template and Duplicate

Close original and delete Credit layer

**Close out all layers except the background layer

(I tend to work from the bottom to the top)

*Background layer...We will be leaving this layer alone

*Left and Right Red Circle...Merge layers down...MW and C&P

into selection paper 1

*White Circle layer...Leave this layer as is

*Black Circle layer...MW and C&P into selection paper 8

*Left and Right Frame Back layers...Slide down the right frame back so

you can Merge Down these 2 layers...MW and C&P into selection paper 3

*Left and Right Frame...Merge Down and MW and chose a color to flood fill

I am using #481212 (Maroon-ish)...Apply some noise

I also added a close up of my tube behind the frames

*White Strip layer...Leave this layer as is

*Black Strip layer...MW and C&P into selection paper 1

*Dotted Lines and Small Dots layers...Flood Fill these layers with color of choice

*Word Art Back and Small Word Art layers...Flood Fill these layers with color of choice

C&P Elements:

*Element 23...C&P as a new layer...Place behind Frame Backs

*Element 43...C&P as a new layer...RS by 55%

Duplicate and mirror

*Element 46...C&P as a new layer...RS 55%...Place

behind the grass & skulls

*Element 51...C&P as a new layer...Mirror and Place

behind the grass & skulls

*Element 7...C&P as a new layer...RS 55%...Place in front

of the frames

Add your preferred Tube where you think it looks best

Add your name, Copyright info and Watermark

Re-Size your tag if you want to and you are done
