Use Masks

Using a mask is quite simple and it adds 

an interesting backdrop to any tag design.

Things needed for this tutorial will be:

Scrap kit paper (choose any kit you want to work with)

Any Mask (there are loads of freebie masks out there)

Open a new canvas

I am using a 700x700

Then with the selections tab>select all

Choose the paper you want to use 

from the kit you are using

Copy and Paste paper into selection

 Now to add a mask you are going to find the mask 

you want to use and open it in your PSP

Then you are going to go to the 

layers tab>New Mask Layer>From Image

Then you are going to choose the image with the Mask Name

and then okay.

Now Merge Group on the Mask layer

You have successfully added a mask to your tag background!
