During the Officer's Meeting July 19, 2017 several irrigation topics were discussed:
Improvements to the irrigation system - the new 7.5HP pump was installed this spring, the flow-meter was replaced, a leaking valve near the main line was removed (the zone had been abandoned), the valve for the filters was replaced, the pressure line to the pressure gauge was replaced, 200+ sprinklers were raised along the greenbelt south of the Compton drainage ditch, the parking island on the west side of Carolina was xeriscaped to save on water, and a float was installed in the irrigation holding pond which will automatically turn the pumps off when the water level becomes too low and turn the pumps back on when the pond has been filled.
Progress on getting our fair share of water - the Cotton Woods HOA sent representatives to a meeting of landowners on the Compton lateral of the 440 Headgate. We discussed the water shortages and our perceived ideas of where the water was going, and discussed ideas to stop the water theft. One option submitted by a representative of the Natural Resources Conservation Services (NRCS) was to form a water company so conservation technicians could measure the water levels along the lateral and compare them to a headgate report (which documents which landowners own how many shares of water) so they could design a plan to make sure all shareholders would be delivered their fair share of water. Several more meetings will be necessary to come up with Governing Documents for a new water company and to hold a vote. To pass this vote, 51% of the shareholders would have to agree to the terms of the water company, and votes are weighted by water share. We will keep you updated as this process moves along.
L.I.S.A. - the Officers passed a proposal to allow homeowners within the Cotton Woods Subdivision to petition the Architectural Control Committee for additional water time above the three 90 minute times that they have been scheduled to water. Homeowners must first complete a LISA (Lawn Irrigation Self Audit) test and submit the results to the ACC at PO Box 393, Fruita, Colorado 81521. Xeriscape incentive - the Officers will work out details to offer homeowners within the Cotton Woods Subdivision an incentive to xeriscape a portion of their property. We will be discussing the process to approve the xeriscape plan through the ACC, the percentage of property required to be xeriscaped to receive the incentive, and what exactly the incentive will be. We will post the results to the website as soon as the details have been worked out and passed by the Board.
