Approved Library Manual
A library manual covers the internal administration and operational procedures of the Library. It is a source of information, a constitution that lists all departments, sections, and their functions, processes, and policies within the Library. The University Librarian proposed it to the joint Academic and Administrative meeting last February 12, 2015, at PSU- Performing Arts Center with Resolution No. 169 Series of 2015. It was presented and approved to the BOR last October 1, 2020, with Resolution No. 74, series of 2020.

⮚ Composition and Functions of the University Library Committee
To foster a culture of inclusiveness by encouraging the sharing of ideas at all levels, communicating openly about activities, and facilitating collaboration and innovation, the University Library Committee was established. The Committee serves as the consultative body to the Campus Librarian and the University Librarian. The primary objective of the Committee is to assist in the effective delivery of library services to the PSU community. Composed of the following members, including those added by the university president’s discretion:

Functions:
1. Act as the main channel of communication between the library and its users;
2. Monitor and update the priorities and needs for library materials for each program;
3. Formulate additional guidelines in the proper use of library facilities;
4. Make suggestions and recommendations to higher university authorities for proposal of library equipment’s, facilities;
5. Upgrade knowledge of the library staff in information technology through lectures and seminar.
Description/Interpretation and Comparison of the services offered by the library for the year 2018 and 2019.
The above tables show the types of library services and the number of clients used the library from the school year 2018-2019. The tables revealed that from 2018 – 2019 the students dominated the use of the library resources and facilities having the following figures 4083, 3476 respectively. The total number of users in 2019 was 4153 with the population of 1756 and in 2018 were 3258 with the population of 1970. The tables also revealed that there were few library users from faculty/staff and visitors.
The search on the internet was very limited due to poor internet connection. In comparison, there were more library users availed the library services in 2019 compared to 2018.
LIBRARY EVALUATION SURVEY REGARDING STUDENTS SATISFACTION IN RELATION TO THE SERVICES OF THE PSU NARRA LIBRARY.
The library evaluation survey was conducted to determine the student’s satisfaction in the use of the library. It was conducted in March 2019.
The respondents were taken from all courses with a population of 987. The Sloven’s Formula was used to determine the sample size of the respondents from each course with 5% margin of error. The questionnaires were distributed to the selected respondents who habitually used the library. The statistical treatment used in the mean. The Sloven’s Formula is n = where n= sample size, N = total of population, e = margin of error.

The Collection Development Policy of the Library is included in the approved Manual of the Library. In support of the University’s mission, the Library Services has the following objectives in its Collection Development Policy: To acquire additional relevant library resources per academic program.
2. IMPLEMENTATION

The policies and procedures on collection development are included in the approved collection development policy of the library.
The collection development program is prepared for each unit/college using the curricular programs offered as guide.

The collection is organized according to the Dewey Decimal Classification Scheme, using the following library tools: AACR2R; Cutter’s Two-Figure Author Table; DDC 23rd ed., Sear’s List of Subject Headings; and LC List of Subject Headings.
The Library uses in-house preservation of library materials, e.g., covering books, simple/minor repair, maintaining cleanliness in the storage areas, etc.

D. SERVICES AND UTILIZATION

Describe the procedures in the utilization of the library resources and availavelment of personnel services.
The library manual that contains the policies and procedures use as guide in the utilization of library resources.
The library adopts an open-shelf system so that students and faculty can freely scan and browse the pages of books they like to read.
The “No Noon Break” policy is adopted to give clients more time in the use of library.
The library is open to clients from 7:00 am to 6:00 pm, which is 55 hours a week.
All freshmen and transferee students are required to attend the library orientation in the use of library at the beginning of every semester.
All library cards to freshmen students shall be issued at the start of classes. Old student’s library cards shall be validated before using.
Librarians are practicing flexi-time to serve clients form 7:00 am to 6:00 pm.

The librarians exerted effort in making ways to develop linkage with other agencies.
There are individuals who donated books and other learning materials to the library.
Few institutions have exchanged their publication with their library
4. BEST PRACTICES
1. The campus librarian is exerting effort to be on the mailing list of different of the different agencies to be included in their regular mailing list of publication/journals of their institution.
2. Inter-library loan extended to outsides is very much welcome.
3. MOU with other local Academic Libraries for resource sharing is available.
