The Palawan State University Narra Campus helps students to becoming leaders who are dedicated to the moral, social and economic upliftment. Hence, the institution conducted several student programs and activities such as trainings, seminars and workshops. Further, opportunities are given for students to apply life skills in their various learning experiences in the campus and in the society that somehow eventually help students develop self-understanding and acceptance of their strengths and limitations as they work toward building a strong concept of themselves and an asset to the community they serve.
The University renders the following services to the students for their holistic development 1) Guidance Services wherein the Guidance Office is task to assist the students in developing self-understanding as they make adjustment in college life as and as well as make plans for the future. It also provides testing service to help students explore his potentialities, 2) Health Services provide medical and dental care treatment to the students, faculty and staff, 3) Library Service is given to support the goals and objectives of the University in terms of quality educational materials. It provides materials and facilities for research and self-directed learning of the students, 4) the Student Records which holds the confidentiality, correction of entries and release of information concerned to the students, 5) Financial Assistance to Students such as scholarships is also awarded for those deserving and promising students in accordance with university rules and regulations, 6) the different Student Organizations of the Campus also serves as the venue of the students in the development of their skills and values in leadership and values of nationalism and patriotism, 7) the Socio-Cultural Development had established the PSU Narra Cultural Dance Troupe (SinagAni), the PSU Danson en Real Remix Dance Troupe, and the PSU Narra Youth Cresensendo Singers which builds and hones students’ talents in singing, dancing. It also educates the students about the different cultures and nurture the students desire to preserve the culture and the customs that we had inherited from our ancestors. The students’ safety is also the university’s priority for the security services are also improved by hiring additional competent security guards. The students are also enjoying the food service offers of the canteen, student center and other facilities in the campus that satisfy their necessities.
Palawan State University Narra Campus strives to surround its students with services they need to be successful. The Campus pursued this principle and created the Office of the Students Affairs. The office of student affairs is committed to support and strengthen instruction by building opportunities that would establish understanding and harmony between the administration and the studentry, create mutual respect and cooperation towards the attainment of a pleasant working relationship for the ultimate development of the students who would be ready to assume roles of leadership as members of their communities and professions in the future.
The following are the objectives of the Office of Student Affairs (OSA):
1) Contribute to the development of well-rounded individuals by instituting programs and activities that are personal and institutional development oriented.
2) Provide opportunities for students to apply their knowledge and skills in dealing with academics, personal/social, and career problems that may affect them in their day-to-day living.
3) Provide opportunities for students to apply life skills in their various learning experiences in the university.
4) Develop students’ skills in making career choices relevant to their courses.
5) Help students develop self-understanding and acceptance of their strengths and limitations as they work toward building a strong concept of themselves.
6) Provide opportunities for students to successively apply in their life the values of excellence, teamwork, creativity, self-reliance, social responsibility and advocacy for sustainable development.
7) Support the aims of instruction particularly in the development of professionals required in building a strong republic.

The University formulates, enhances policies, guidelines and procedures for student welfare and development services. The PSU Narra Campus guidelines in Information and Orientation of Student is ascertained to its Student Handbook. A particular Section of the Handbook sets forth general policies, procedures and guidelines for all students enrolled at the Campus. These policies, procedures and guidelines are not intended to be all-inclusive and are subject to change by the College, as it deems necessary and appropriate.
To guide students towards being a disciplined member of the Academic Community, PSU Narra Campus prepared the Student Handbook for its stakeholders. The handbook consists of information with regards to: Admission Requirements, Enrollment Procedure, Retention Requirements, School Fees and Payments, Scholarship Privileges, Grading System, Student Services, Student Organizations, Student Conduct and Discipline, The University Discipline Committee, Duties and Responsibilities of Students and Campus Administration.
Guidance and Counseling refers to a comprehensive and developmental program of services directly implemented by the Office of Student Affairs and Student Services. Guided by the provision of the Guidance Manual and the Guidance Program, the Faculty Counsellors’ commit themselves in the facilitating the optimal and holistic development and well-being of students through the administration of the basic and specialized guidance and counselling services. For a more efficient delivery of these guidance services, the OSA assigns a faculty counselor as the Guidance Coordinator to oversee the services.
The University Guidance and Counseling program recognizes that school counselors work with students in a variety of ways including: individual and small group counseling, classroom guidance, educational/career planning, and as consultants to teachers, parents, families and other professionals.
The Campus recognizes that guidance and counseling is an integral part of the school's existence. It is not limited to the Guidance Office but implies that everyone involved in the school experience of the student has a part in helping him/her develop. Hence, the University implements a comprehensive guidance and counseling program for its stakeholders.
The Palawan State University Narra Campus has its duty to inform students about their rights and duties or obligations to the campus. Furthermore, policies and regulations of the institution are given to the students through the following:

The office does a valid appraisal data of students for career and job placement; active networking with school, community and alumni, likewise career seminars and job placement services is an annual activity calendared by the office, resulting to a maintained mechanism that institutionalize a link with industries.
The PSU Narra Campus is a self-liquidating campus that continues its operation through the help of the Local Government Unit and the Parent Teacher Council , Campus Student Government and the Student Tuition fees . However due to its consistent growth and development in terms of structures, facilities and faculty, the institution decided to create organizations, programs, properties and activities that somehow would help for the production and maintenance of the finances in the campus. Thus, the campus has involved itself with, ID making, catering services, PSU Narra Cultural Dance Troupe and Modern Dance Troupe Performance and others.
The Student Handbook Development is created for the students to have guide and be familiarized with the Palawan State University Narra Campus administration and supervision; and how they can fit themselves to its system of physical facilities, services, rules and regulations. Campus Administration
PSU Narra Campus is a community agency whose prime concern is teaching and learning. As a learning community, the campus is concerned for the well-being of young people for whom it is responsible. Student welfare is therefore a basic aspect of the work of the University.
Therefore the Campus had established policies and practices which provide for the pastoral care and welfare of all student. Thus, it provides a range of student welfare services including developmental, preventative and remedial measures which encompass all the curricula, activities and support personnel directed at meeting the social and personal need of students, such as:
Dissemination of information materials (brochures, magazines, school publication and handbooks) concerning educational, career, personal and social aspect of the students
Orientation and re-orientation for the students
Seminars and workshops which focuses on values life integration, disasters and fire drills.

STUDENT ORGANIZATION
The office sets policies on accreditation, revalidation, monitoring, and evaluation of student organizations. Prescribed rules governing the intra and inter-organizational relations shall be observed and all relations and/or transactions involving organizations shall be under the regulation of OSAS. The Coordinator for Student Organizations and Activities (CSOA) implements such policies and rules governing organizations and student activities. The OSAS ARTA provides for necessary procedure/transactions that should be observed.
PSU Narra Campus provides a wide range of opportunities for students to get involved. Student organizations have a significant impact in providing effective learning environments for students, preparing them to live and work in a global community. The university had created and recognized multifold student organizations for any educational purpose that supports its vision and goals.
Student organization may be classified as a university, college, or class organization. Only recognize organizations can make use of facilities of the university for meetings and for organization-related activities.
A student organization shall be recognized for a period of one year upon the submission of the following:
Complete a true copy of the organization’s constitution and by-laws, signed by all its officers
List of officers of the organization who are currently enrolled in the university during the term of office
Certification from the registrar that all members of the organization are students of the university.
Letter of acceptance by at least one faculty adviser chosen by the organization
Renewal of Recognition shall be made on a yearly basis. For this purpose, the organization will be required to submit, in addition to the above requirements, a list of activities in the previous semester or year, an accurate statements of its finances for same period.

RULES ON STUDENT CONDUCT AND DISCIPLINE
BASIS OF DISCIPLINE – Every student must observe and abide by all laws of the land and all the policies, rules and regulations adopted by the campus at all times. Decorum must be maintained within and outside the campus premise, in the exercise of right and performance of duties.
No disciplinary proceedings shall be instituted except for conduct prohibited by law or violations of policies and regulations promulgated by duly constituted authorities of the Palawan State University.
JURISDICTION – To acquire jurisdiction, “students” shall include any person who is currently enrolled and/or admitted to any unit or department of the campus on a regular, part-time, or special basis and who, at the time of the commission of the offense, has not graduated or dismissed honorably.
The program or campus shall only entertain complaints and/or act on the matter if both/one of the parties are bonafide student and the acts/omission complaint of is committed by student/s.
All cases involving discipline of students under these rules shall be subjected to the jurisdiction of the University or the campus, except the following which shall fall under the appropriate department or unit:
Any violation of campus, department or unit rules and regulations involving student/s of the same department; or
Misconduct committed by students of the department or unit within its classroom or premises or in the course of an official department activity.

CHAPTER 2: STUDENT PUBLICATIONS
ART.229. POLICY STATEMENT. All students’ publications shall enjoy full freedom of the press and shall not be subjected to any form of prior restraint or subsequent punishment. The University shall encourage their establishment and continued operation. Other media of communication owned by the University and operated by the students shall enjoy the same freedom.
This freedom entails a corollary obligation under the canons of responsible journalism, and the observance on the applicable provisions of the Constitution and the Laws.
ART.230. AUTHORITY TO ESTABLISH OFFICIAL PUBLICATIONS. Student publications supported by funds collected from students by the University may be established for the entire University upon the recommendation of the University President in accordance with pertinent laws.
ART.231. OTHER PUBLICATIONS. Student publications not supported by funds collected from students of the University shall be subject to regulation as student organizations.
ART.232. APPOINTMENT OF STAFF OF OFFICIAL PUBLICATIONS. The rules and regulations governing each student publication supported by funds collected from student publication supported by funds collected from students by the University shall be in accordance with RA 7079.

RULES ON STUDENT CONDUCT AND DISCIPLINE
The University guidelines on student discipline is ascertained on its Student Handbook. Students shall be subjected to disciplinary action for any unnecessary acts stated on student conduct and discipline. Grounds for discipline shall be given is based on Article 233 and 234 of the University Code. Investigation of cases under the jurisdiction of the Campus shall conducted by a Disciplinary Committee under the supervision of the Director of the Campus.

STUDENT PUBLICATION/YEARBOOK
The STUDENT PUBLICATION/YEARBOOK. The office ensures compliance of Republic Act 7079 otherwise known as “Campus Journalism Act of 1991”. Likewise it encourages other media and yearbook production. The Pioneer is the Official University Publication and the colleges also have their own.
f.1) Students from different campuses and departments are encouraged to have publication for dissemination of information, creative ideas, research, and opinions.
f.2) Local student publication from different departments must coordinate with the Office of Student Affairs and Services for recognition.
f.3) Local student publication shall be funded by the students of their respective colleges. Collection shall be approved upon approval by majority of the students in the college through a plebiscite.
f.4) Local student publications shall have a regular faculty as their adviser.
f.5) Funds collected by the local student publications shall be deposited in a government depository bank.
f.6) Signatories for the local student publications shall include the Editor-in-Chief and the adviser.
f.7) Funds of the local student publications shall be audited by the Student Commission on Audit each semester or as applicable.
f.8) The University recognizes The Butil as the official student newspaper of the Palawan State University Narra Campus. It shall be funded by the students of PSU Narra Campus.
f.9) The Butil shall have a regular faculty as their adviser.
f.10) The Butil shall have their own constitution and bylaws which shall delineate the rules and regulations for the appointment of their editorial staff and procedures for operations.
