Mission and Vision provides a vehicle for communicating an organization’s purpose and values to all key stakeholders. Stakeholders are those key parties who have some influence over the organization or stake in its future. Stakeholders are individuals or groups who have interest in an organization’s ability to deliver intended results and maintain the viability of its products and services. The planning process begins when the President develops and communicates his vision for the University and its mission along with his ‘yearly priorities’ for the institution. All units across the institution begin the process of micro-planning workshop. Faculty and administrative support unit leaders will meet part way through the planning process to share their high-level priorities in order to identify potential synergies and areas for cross-functional collaboration.it is also in this event that the vision and mission of the University is revisited using the results of the study or SWOT Analysis conducted by the technical working group (TWG) formed by the VPAA. The TWG begins by assessing the progress from the previous years and evaluating the current situation of the University. The assessment data reveals the important things such as; (1) the things that are doing well; (2) the areas to be improved and (3) the external and internal opportunities or threats that existed and/ or existing. The team will then complete the risk assessment review. Upon completion of the review, each delivery units will then hold a micro-planning workshop to revisit the vision and mission based on the results of the study. Different extramural studies centers both from the north and south campuses were also directed to conduct a micro-planning workshop to revisit the PSU’s vision and mission and their own medium-term plan submitted to the Academic and Administrative Council for approval and endorsement to the BOR/BOT.
Following Board approval, each delivery units will refine the plan based on budget decisions while the University Planning team will then identify departmental priorities by determining how the unit can best support and advance the University’s vision and mission as well as yearly priorities by establishing objectives, initiatives, measures and targets which will likewise be implemented and monitored throughout the year. Upon completion of the plans based on the newly revised vision and mission of the University, implementation of the plans begins and the cycle continues. These processes have been designed to provide guidance and direction to the institutional as well in the coming years. These processes set the context for all other planning units at the University which defines a vision and high-level set goals for faculty, staff and the administration.
It was on October 23, 2018 at the Performing Arts Center, Palawan State University that the historical stakeholders’ Consultative Meeting was held and participated by representatives from different sectors in PSU and in community. It was during the said event that comments and remarks on the proposed Vision and Mission were solicited from the participants. Afterwards, participants were asked to submit the proposed PSU vision and mission for approval of the joint academic and administrative council of the University. Resolution No. 5, s. 2018 of the Academic and Administrative Council endorsed the submitted proposal statements to the BOR for final approval. It was then that the vision and mission statements of the University have been revised by the University Administration with the participation of the different stakeholders thru Resolution No. 209, s. 2019.
IMPLEMENTATION

of the Objectives of the Program
OUTCOMES

Resolution amendments (if there any);
Resolution No. 209 series of 2019
CONFIRMING and APPROVING the revised Vision and
Mission of the Palawan State University
Describe the results of the interview with the administrators, faculty, staff and students
The stakeholders believed that the previous vision and mission statements is wider in scope. They suggest that the statements must focus more in Palawan setting especially in delivering the core services of the University. On the other hand, according to one of the stakeholder- participant; “indicating the East Asia Growth Area (EAGA) would easily determine the attainment level of the PSU Vision.” However, one of the stakeholders said that the proposed vision focused only in EAGA, how about the other countries not belonging in this region thus the term “internationally recognized” was agreed. Further, the stakeholders said that the proposed vision should have its desires to every element such as social, infra, environment and other major sectors. These should be after the simplified, easily- understood desire of the University to the entire province or region. These data paved the way in the creation of the current vision and mission of the University
BEST PRACTICES
Participatory Management
PSU Narra Campus was established thru agreement between the University Administration and the Local Government Unit. It is a self- liquidating campus and is thriving with its own resources.
The PSU VMGO formulation and/or revision is multi-sectoral and participative in nature. Every group of stakeholders were represented in the deliberation for its formulation/revision. This approach ensures taking into account the opinions from different lenses thus, making it more holistic. The approach is top-down, the vision and mission formulation then the goals after which the objectives were formulated. This helps guarantee consistency and alignment between each and bring better results.
