5. PROCEDURES IN THE FORMULATION, MONITORING AND REVIEW OF THE VMGO
Mission and Vision provides a vehicle for communicating an organization’s purpose and values to all key stakeholders. Stakeholders are those key parties who have some influence over the organization or stake in its future. Stakeholders are individuals or groups who have interest in an organization’s ability to deliver intended results and maintain the viability of its products and services. The planning process begins when the President develops and communicates his vision for the University and its mission along with his ‘yearly priorities’ for the institution. All units across the institution begin the process of micro-planning workshop. Faculty and administrative support unit leaders will meet part way through the planning process to share their high-level priorities in order to identify potential synergies and areas for cross-functional collaboration.it is also in this event that the vision and mission of the University is revisited using the results of the study or SWOT Analysis conducted by the technical working group (TWG) formed by the VPAA. The TWG begins by assessing the progress from the previous years and evaluating the current situation of the University. The assessment data reveals the important things such as; (1) the things that are doing well; (2) the areas to be improved and (3) the external and internal opportunities or threats that existed and/ or existing. The team will then complete the risk assessment review. Upon completion of the review, each delivery units will then hold a micro-planning workshop to revisit the vision and mission based on the results of the study. Different extramural studies centers both from the north and south campuses were also directed to conduct a micro-planning workshop to revisit the PSU’s vision and mission and their own medium-term plan submitted to the Academic and Administrative Council for approval and endorsement to the BOR/BOT.
Following Board approval, each delivery units will refine the plan based on budget decisions while the University Planning team will then identify departmental priorities by determining how the unit can best support and advance the University’s vision and mission as well as yearly priorities by establishing objectives, initiatives, measures and targets which will likewise be implemented and monitored throughout the year. Upon completion of the plans based on the newly revised vision and mission of the University, implementation of the plans begins and the cycle continues. These processes have been designed to provide guidance and direction to the institutional as well in the coming years. These processes set the context for all other planning units at the University which defines a vision and high-level set goals for faculty, staff and the administration.
