A.1. Description of the Program
The Bachelor of Science in Criminology Program, as one of the flagship programs of the Palawan State University-Narra Campus had been effected by virtue of the Commission on Higher Education Department No. 05, Series of 2018 on the Subject :Policies Standards and Guidelines for Bachelor of Science in Criminology Program.
The Rationale from CMO 05, s.2018 was based on the Guidelines for the implementation of CMO No. 46, s. 2012, implements the shift to learning competency-based standards/outcomes-based education. It specifies the core competencies expected from graduates of the Bachelor of Science in Criminology regardless of the type of Higher Education Institution (HEI) they graduate from. However, in recognition of the spirit of outcomes-based education and of the typology of Higher Educational Institutions to innovate in the curriculum in line with the assessment of how best to achieve learning outcomes in their contexts and their respective missions.
The field of criminology is the study of crime and the various agencies of the justice as they operate and react to crime, criminals and victims. It is therefore the mission of the Criminology program to provide the community with professionally competent and morally upright graduates who can deliver efficient and effective services in crime prevention, crime detection and investigation, law enforcement, public safety, custody and rehabilitation of offenders, criminological research, among others.
A special feature of the BSC program is the Practicum 1and 2/Community Immersion. Students are required to undergo a minimum of 540 hours where the students will be deployed to different areas of the community and other agencies like the law enforcement agencies which is the unique feature of the program is the students’ contribution to police visibility.
Curriculum Design and Development
1.1 For new designs and for significant design changes in the curricular programs, the Palawan State University (PSU) ensures the translation of student needs and requirements into detailed design outputs. These address performance, reliability, maintainability, and testability issues, as well as regulatory and statutory requirements. This process ensures:
1.1.1 Design planning is conducted;
1.1.2 Design inputs requirements are captured;
1.1.3 Design outputs are created under controlled conditions;
1.1.4 Design reviews, verification, and validation are conducted; and
1.1.5 Design changes are made in a controlled manner.
The University ensures that all pertinent documented information on the changes in the curricular programs are properly disseminated to all relevant interested parties.
Section 8 of CMO No. 05 s.2018 states that the BS Criminology has a total of 177 units. The program is comprised of the General Education components, professional courses, and practicum. The Ge courses are in accordance with the requirements of CHED memorandum No. 20 series 2013.
1.1.4 Design and Development Outputs
The BSC has ensured that the requirements in the inputs are complied with. It also ensures that the curriculum design and development meet the expected output of the program. A tangible output of this activity is the prospectus, which reflects the inputs in the design and development phase. The prospectus is a plan of coursework by which the student enrolled in the program is guided from admission to graduation. It contains the courses offered in a semester including the number of units, prerequisites, and co- requisites.
1.1.5 Design and Development Changes
The BSC will recommend to the University Curriculum Review Committee the revision or enrichment of the BSC curriculum based on the needs of the community and current curricular reforms as mandated by CHED Memorandum Orders and international benchmarking. The committee will set a meeting to deliberate changes and will consult the interested relevant parties (i.e. faculty, parents, partner agencies, Non-Government Organizations, students, alumni, etc.) taking into consideration their inputs and recommendations. Changes in the BSC curriculum shall be done every after five years of implementation.
DEGREE / PROGRAM GOAL
The Bachelor of Science in Criminology aims to:
1. Encourage research and inquiry on the nature, causes, treatment or punishment of criminal behavior and how criminal justice agency’s function and respond to crime, criminals, and victims.
2. Prepare the students for careers in crime prevention, law enforcement, scientific crime detection, correctional administration, public safety, and allied fields.
3. Foster the values of leadership, integrity, accountability, and responsibility while serving their fellowmen, community, and country.

The role of stakeholders
The campus existence is through a tripartite agreement by and between the Palawan State University, the Local Government Unit of Narra and the Students and their Parents.
PSU have the administrative and supervisory control over the PSU Narra Campus, including the appointment of instructors and supervision of instructions; the Municipality of Narra provides the school plant and subsidize the salary of instructors in the amount of 2 million every year; and the Parents Teachers Council to provide assistance through projects and personal services.
In addition to the major roles, the stakeholders have, they are always part in the assessment of the programs through consultation with them. Similarly, our students, our alumni, their employers are part of the consultations made. Feedback from them serves as basis of the administration in policy formulations and actions.
The upgrading of course syllabi
The course syllabi are subjected for review and revisions every year by the faculty members, the department heads with the participation of the Curriculum Development students. Last semester, it is reviewed and revised focusing on outcomes-based teaching and learning outputs.
The syllabi were reviewed and revised with the participation of the faculty member, the curriculum Development Committee, The Chairman on Instruction and Campus Director for approval.
Description of the system used to accommodate students with special needs.
It is reflected from the PSU Code, Faculty Manual and Student handbook towards the assistance to the working student with regards to their schedule. Since the semestral schedule is plotted per year level and per block, a student who would be requesting to re-arranged his/her schedule due to his/her work is given considerations and is duly assisted by his/her adviser.
Any student who is considered as transferee, returning or shifter is given a corresponding form to fill-out followed by counselling sessions conducted by the Guidance Counsellor at the Student Affairs Office. Evaluation of grades is done by the adviser as well as recommendation of the subjects to be enrolled.
Special class is offered to any irregular and / or graduating student who would be requesting to be regular and be qualified for graduation.

Result of the ongoing study on the employability of the Bachelor of Science in Criminology graduates shows that were already employed. This speaks that the program we are offering the community is relevant and at the same time responsive to the need of the community.

MIDTERMS EXMINATION
Based on the school calendar, after completing 27 hours of the course content, the campus conducts the midterm examination within a semester. A copy of the Midterms Examination formulated and designed by the instructors teaching/ handling the said subject, it is then submitted to the Chairman on Instruction and to the Campus Director the College for exam administration. These examinations are compiled.
FINALS EXAMINATION
The Finals Examination is administered to the students after completing the 27 hours of the course content, after completing the number of hours required by the subject where the students are enrolled in a semester. A copy of the final examinations formulated and designed by the instructor teaching/ handling the subject is submitted to the Chairman on Instruction and to the Campus Director which will then be given during the Finals examination period. The examinations are compiled.
Quizzes, Graded recitation, Oral and written report, and class activities.
These are generally done through-out all the subjects in the curriculum are recorded. These shall be computed according to the requirements of the computations of grades based on certain percentages/weights.
OFF-CAMPUS activities / Experiences / Observation
The feeling of “being there “ , realization of actual activities , not just learned from books and other virtual aids necessary for learning/ instructions. This shall be duly approved by the Administration and the parents. The destination shall be based on the CHED MEMO.
Research is required of students, for them to be adept with criminological research and stir critical thinking. After students had their oral defense, a copy of the Final Output shall then be submitted to the Department subject for clearance from the Registrars’ Office.
PRACTICUM/ OJT/ IMMERSION
Graduating students are required to undergo two semester Practicum and to earn minimum of 540 hours of deployment. They were deployed in different law enforcement agencies, to the community and to agencies which has significant role in risk management.
IMPLEMENTATION

The examination with TOS prepared by the faculty, reviewed and approved by the Department Head, is administered to students.
Similarly, the same team prepared and come up with a compilation of sample rubrics which the faculty members could adopt for use in their subjects.

The school/college implements an assessment system based on quizzes, seat works, recitations, assignments, projects, recitations. In case the subject is with laboratory, additional components such as professional attitude, mastery of the skills, grooming, sanitation, time management and output/product are included in the assessment system.
The faculty determines the weight given to each item. Students are informed of the grading system during their first meeting of the class.
Students can self-evaluate their status in class since faculty members are required to return exam papers, project, etc. promptly. Midterm and final examinations are also included in the evaluation process given on the 8th and 16th week of the semester. These two long exams are given more weight than the other items. It is the duty of the faculty to update the students on their performances in class.
Grades are from 1.0 to 5.0 with 3.0 as the minimum acceptable level of performance of the student.

The application indicating the reason for the leave and the period which must not exceed one (1) academic year, shall be submitted to the Program Head concerned for appropriate action and shall be subject to approval by the Director. A student who is on leave of absence shall not be required to apply for readmission. The Director shall notify the University Registrar of every student granted leave of absence.
WITHDRAWAL WITHOUT LEAVE. Any student who withdraws from the Campus without a formal leave of absence shall apply for readmission as a new student.
MAXIMUM RESIDENCE
RESIDENCE. Residence refers to the number of years or terms a student stays in the university to finish a program. Actual residence shall be counted from the first regular enrolment in the Campus and shall include leaves taken after mid-semester, whether officially approved or not.
MAXIMUM RESIDENCE RULE. Students who fail to finish the requirements of a program of any Department within a period of actual residence equivalent to 1 ½ times to the prescribed length of the program shall not be allowed to register further in that Department. Special cases shall be at the discretion of the President, upon recommendation of the Director of the Campus.
UNDERGRADUATE STUDENTS. Undergraduate students must complete all the requirements for a degree program of any department within the period of actual residence equivalent to 1 ½ times the prescribed length of the program.
EXTENSION OF RESIDENCE. Notwithstanding the provisions of the preceding articles, a student may, in special cases, be given an extension of residence not to exceed one (1) calendar year at a time, but in no case to exceed 5 years in the master’s program and 8 years in the doctoral program, provided the student is required to take 3 additional units of graduate courses for every year or fraction thereof of extension.
Class schedule is prepared by the instruction office based on the academic calendar of the university.
STUDENT DISCIPLINE
STUDENT DECORUM AND DISCIPLINE. The guidelines for Student Decorum and Discipline are in accordance with the CHED Memo series of 2013, PSU Code and other applicable university policies. OSAS, the primary unit empowered to prescribe policies and rules governing the conduct of students, implements such policies in coordination with the Committee on Decorum and Investigation (CODI). This service is further divided into Student Decorum and Student Discipline.
STUDENT DECORUM. Each student is expected to always act as a mature individual, whether on or off-campus, showing respect for people of authority, for the rights of fellow students and for the good name of the university. If a student violates any of the rules and regulations, the administration shall impose the appropriate sanctions after due process.
The student is recognized as an adult, hence the obligation to inform parents and guardians of his academic standing and the impending consequences of his excessive absences or failure, is his full responsibility.
Students shall refrain from doing boisterous conduct such as whistling, shouting, running, or any action which tend to distract other students from ongoing classes or college activities.
It is expected that respect and deference be shown to all employees and visitors on campus. The usual norms of etiquette, as well as posted directives, shall be observed in the university premises, such as classroom, library, and canteen, in dealing with administrative and office personnel, members of the faculty and staff and fellow students.
The university encourages healthy interaction with everyone. However, acts or gestures which are considered as immoral, obscene or indecent will not be tolerated in the campus.
The PSU-Narra Campus is a dark green school everyone is expected to help keep the university premises neat and clean. Feet shall be kept off furniture and walls. Spitting on the floor inside the classroom is prohibited. Use waste cans/boxes properly. School equipment must be used with reasonable care and be properly stored after use. The chalkboards/whiteboards are to be used for instructional purposes only.
Cellular phones and other similar gadgets should be turned off or placed in the silent mode inside the classrooms and shall not be operated during the duration of the class.
IMPLEMENTATION

Maintaining classroom discipline;
Every student must observe and abide by all laws of the land and all the policies, rules and regulations always adopted by the campus. Decorum must be maintained within and outside the campus premise, in the exercise of right and performance of duties.
No disciplinary proceedings shall be instituted except for conduct prohibited by law or violations of policies and regulations promulgated by duly constituted authorities of the Palawan State University.
To acquire jurisdiction, “students” shall include any person who is currently enrolled and/or admitted to any unit or department of the campus on a regular, part- time, or special basis and who, at the time of the commission of the offense, has not graduated or dismissed honorably.
The program or campus shall only entertain complaints and/or act on the matter if both/one of the parties are bonafide student and the acts/omission complaint of is committed by student/s. All cases involving discipline of students under these rules shall be subjected to the jurisdiction of the University or the campus, except the following which shall fall under the appropriate department or unit:
Any violation of campus, department or unit rules and regulations involving student/s of the same department; or
Misconduct committed by students of the department or unit within its classroom or premises or in the course of an official department activity.
Deans or directors of various units may, after due consultation with the faculty and students of their respective units, may promulgate rules on conduct and discipline of peculiar application to their respective units, subject to requirements of due process, with the written approval of the University President. Such rules and regulations promulgated become part of the Student Code of Conduct and Discipline.
The Director of OSAS and designated personnel in charge of Student Decorum and Discipline shall have confiscatory and regulatory power to impose and inflict sanctions, without prejudice to due process.
A class size maximum of fifty is also enforced to assure discipline inside the classroom. Class monitors are also assigned to maintain the cleanliness and orderliness in the classroom. Utility workers were also hired by the PTC to help maintain the cleanliness of the school. The security guards were also partners in the maintenance of orderliness in the campus.
Monitoring student progress;
Student progress is monitored through the grading system set by the school. Students were likewise exposed to Field Study Courses, an experiential learning course. Research and report writing is another exposure of students.
Developing responsibility and initiative among student; and
Student Activities are set by the university for the students’ exposure and to develop responsibility and initiative. The Organization of Criminology students hold its Turn Over of Command, SOP Jogging, General Inspection, Criminology Days and Reception Rites. Other assignments were also given in other campus activities like Intramural Meet, Foundation Day and the like.
Enhancing the pedagogical skills of the faculty.
Faculty members are sent out for trainings and conferences to enhance their knowledge and skills. Similarly, peer mentoring is another practice in every department of the campus. New faculty members are mentored by senior faculty members.
OUTCOMES

Performance of students in every course is another indicator. Almost all pass the subject, only few fails, INC or conditional. A positive turn out in the enrolment, despite the retention policy of the teacher education department is another indicator.

The Program’s academic and graduation requirements are disseminated in several manners. It is contained in the Student Handbook, discussed during the student orientation program, meetings with the parents and is available also in the University Code. It can also be retrieved from the Campus’ website.
IMPLEMENTATION
Describe the Program’s academic and graduation requirements and how they are disseminated.
The registrars do a regular evaluation to students during enrollment. A thorough evaluation is conducted to a student on his 4th year, and the registrar advises the student to apply for graduation. The student, after enrolment on his last term in the program applies for graduation and submits it to the adviser. Adviser checks, confirms, and forwards to the department head and then to the director for recommending approval. The Department head then requests deliberation of the said application by the campus academic council. The Academic Council deliberates and endorses to the university registrar. The University registrar evaluates and issues list of deficiencies on academic requirements of students and submits the list of applicants to the University academic council for approval and endorsement to the BOR. The BOR approves and confirms the graduation of the students.
Once the list of deficiencies is received by the campus registrar, the students are informed by giving them their corresponding deficiencies and have them sign on the sheet attesting that they are informed about it. A deadline for compliance of said deficiencies is set and the concerned students are informed. Similarly, said schedules are posted on bulletin boards for information dissemination. The advisers and department heads are likewise informed so that they can follow-up their students. Updates on the compliance of the students are likewise posted on bulletin boards;
OUTCOMES
Present a comparison of students’ who can graduate on time with the total number of student enrollees.

The faculty member accomplishes a request for remedial class on time missed when on leave or on official business. The Department Head checks on the validity of the request, sees to it that the faculty and students are available; a classroom too is available for them to use, then recommends to the Director for approval. The Director approves and the faculty member implements the approved remedial class. The HRA then credits the service rendered by the faculty.

Employability of Graduates
The employability of Palawan State University CCRD-Narra, Bachelor of Science in Criminology Graduates reveals the status of School Year 2016-2022, which their employment state, acknowledging and holding by their demographic profile in link with their every status weather they are employed or not, their position and more.
Based on the result and findings of the study, the researchers conclude the following:
1. The rate of employment among them is very high; unemployment is very low.
2. The PSU Narra produces competent graduates who prefer to work in private, government and non-government sector. This serves as the authentication of their course related to their employment state.
OUTCOMES
Present evidence that faculty and students have commendable performances as a result of administrative support.
In the annual Recognition and Awards Day, many students receive awards both in the curricular and co-curricular activities. With this, we are assured that the performance of the students is an offshoot of the administrative support extended to them. Number of graduates also speaks of it.

The Campus is believed to have attained its goal of producing competitive graduates.
