The University Board of Regents passed on November 6, 217 during its 94th (Regular) Meeting held at the CHED Executive Lounge, CHED HEDC Building, UP Diliman, C.P. Garcia Avenue, Quezon City, CHED HEDC Building, UP Diliman, C.P. Garcia Avenue, Quezon City, the Resolution No. 213, series of 2017, approving the Revised 2017 version of PSU Research Manual, subject to conformity with the existing University and pertinent government laws and regulations. This resolution has been approved and was issued on May 23, 2018 at Puerto Princesa City, Palawan.
Recently, the Board of Regents of Palawan State University, during its 243rd BOR (3rd Quarter, Regular) Meeting held on September 6, 2023 at the Office of the Commissioner Jo Mark M. Libre, HEDC Building, Commission on Higher Education, Quezon City passed Resolution No. 133, series of 2023, approving the “University Thesus and Dissertation Manual – Guidelines for Graduate and Undergraduate Levels”, subject to its compliance with pertinent Policies, Standards and Guidelines of CHED, and relevant resolutions of the Board. This resolution has been approved and was issued on September 12, 2023 at Palawan State University, Puerto Princesa City
IMPLEMENTATION

Stakeholders’ Consultative Meeting for the Formulation of the University Research and Development (RD) Agenda
The Stakeholders’ Consultative Meeting for the Formulation of the University Research and Development (RD) Agenda 2023 to 2028 was held last 7 - 8 November 2022 at PSU Hostel, Puerto Princesa City. This activity served as one of the substantial baseline for the formulation of the University’s new Research, Development and Innovation (RDI) Agenda for 2023 to 2028.
The said meeting involved the local government units, non-government organizations and associations, local community members, and even the youth (Figure 12) to promote a multi-sectoral participatory-approach in the creation of the RDI Agenda.
The first day morning session was attended by the academe (20%), and followed by the government (44%) in the afternoon. On the next day, the morning session was attended by the non-government organizations (12%), and youth (12%) in the afternoon.
I.3 Action researches to test theory in practice are conducted by faculty and students.
I.4. Team/collaborative and interdisciplinary research is encouraged. The BA-Political Science Program core faculty drafted a team/collaborative research proposal. It included the following items: Title, Rationale, Objective, Review of Literature, Methodology, Workplan, and Budget. It has been subjected for evaluation of the University Research Office and was accepted for funding (with suggested revisions).

S.1. The institution has an approved and adequate budget for research.
The University Research Office has an approved FY 2020 Project Procurement Management Plan. For Fund: 164-DBP and Fund 101: DBP both with Fund Source: General Fund
In summary, the PPMP includes travelling expenses (local and abroad); training and seminars; supplies and materials; ICT supplies and materials; equipment, furniture and fixtures; utilities expense; communication expense; extra ordinary and miscellaneous expense; repair and maintenance; taxes, insurance premiums and other fees; printing and publication expense; representation expense; transportation and delivery expense; membership dues and contributions to organization; subscription expense; other miscellaneous expense; and food supplies. Moreover, WFP includes professional services; and awards and prizes/publication incentives (WFP).

The Research Development and Extension Building of the University Research Office also has Insurance of Building. Equipment, and Materials. It has 2 room assignments, each houses its equipment and materials.

EVIDENCES
The PSU Research Office participated and assisted in the Turnitin Classroom Workflow Training Feedback Studio for Instructors of the Professional and Education Services Team, Philippines. The training was facilitated by Ms. Niña Victorio. 58 faculty members participated in the training.

The STRAND-Asia provided the Authorization Code of IBM SPSS and Grammarly.

IMPLEMENTATION

The campus held a Virtual In-House Review for Research Proposal Presentation on April 29, 2021, which will be recommended for funding.

S.1 There is a system of implementation, monitoring, evaluation and utilization of research outputs.
The University Research Manual discusses specifically the Implementation of Monitoring and Evaluation of the Approved Research. It includes implementation process and agreement, monitoring and evaluation, workload and research performance rating, copyrights to the researcher, and other details.
S.2. The institution has a policy on Intellectual Property Rights (IPR) Manual
The University has an Intellectual Property Policy Handbook, Philippine Copyrighted 2014 Palawan State University.
IMPLEMENTATION
I.1 The institution/College/Academic Unit has Research Unit managed by competent staff.
Chapter 10 of the University Research Manual discusses the implementation, Monitoring and Evaluation of the Approved Research. It includes Implementation Process and Agreement, Monitoring and Evaluation, Workload and Research Performance Rating, Copyrights to the Researchers, and Other Details.
I.3 The faculty conducts applied and operational researches in their fields of specialization in accordance with the thrusts and priorities of the program/institution.

Chapter 12 of the University Research Manual discusses about Incentives to Faculty Researchers. It includes Overload, Reduced Teaching and Administrative Load, Honorarium, Publication Incentives, Royalties, and Awards and Other Incentives.
I.5 The College/Academic Unit requires its students to conduct research, as a course requirement, (whenever applicable).
Students are required to conduct research as a requirement in their Research course.

Chapter 13 of the University Research Manual is all about Research Ethics. It includes Rights of Participants, Resarch Misconduct, and Ethical Concerns.

The University has an Official Research Publication called Asian Journal of Resilience, with ISSN 2719-0307. It has an Editorial Board composed of the Editor-in-Chief; Five (1) Associate Editors coming from different universities, namely, Palawan State University, University of San Agustin, University of the Philippines – Los Banos, University of Hong Kong, and Education University of Hong Kong; and a Managing Editor. The first issue was circulated in 2019.

IMPLEMENTATION
I.1. The institution provides opportunities for the dissemination of research results in fora, conference, seminars, and other related means.
A completed research entitled “Evaluation of the Implementation of Municipal Ordinance No. 2002-067: Narra Market Code of 2002 Among the Market Vendors, Market Goers, and Waste Collecters” by Gerlie J. Boni, Jenny P. Sangalang, and Benjamin Z. Sangalang was presented by one of the researchers at the LGU Narra Meeting on Solid Waste Management at the Narra Municipal Hall on September 22, 2020.
I.2. the institution regularly publishes a Research Journal.
The Campus has been involved in publishing journals, namely, PSU South Journal, PSU BIMP-EAGA Journal, and PSU Narra Journal.
I.3. Library exchange of research publications with other HEI’s and agencies is maintained.
I.4. Research manuscripts/technical reports are well-written, and edited following the institutional format.
The Research Coordinator regularly submits manuscriptal/technical reports to the University Research Office.
I.5. The institution supports the researchers in all the following activities:
1.5.1. Instructional Materials Development;
The University deems a research activity as reflective of the level of disciplinal specialization attained by the individual and the entire academic faculty. In recognition of their particular capabilities, faculty members are expected to continually explore areas of inquiry through various forms of research. These forms include basic/applied research, materials development, papers for local and international conferences, articles, monographs, books for publication, research/seminar paper for graduate studies, feasibility studies, creative works, and other research output related to external professional activities (e.g., consultations, etc.).
In addition, the University has a structured Instructional Materials Development Organization, while the Campus has its Instructional Materials Committee. It also sends faculty members to seminar-workshops on instruction materials development.

The Campus hosted a Stakeholders’ General Assembly and Research Fora as ways to present the research results to the clientele. Also, it presented research results to the Local Government Unit Meetings for studies involving them, for instance about traffic code and about waste management.
I.8. The Academic Unit/College generates income form patents, licenses, copyrights, and other research outputs.
