General Policy
The qualification standards for appointment and other personnel actions for faculty shall be those under CSC MC No.1, s. 1997 and such other issuances that may henceforth be issued.

2. Present NBC 461 guidelines on qualifications set per faculty rank;
The National Budget Circular 461 (NBC 461) pertains to the compensation and position classification plan for faculty positions in SUCs shall govern the compensation and position classification of faculty positions in SUCs.
A. The faculty who wants to be promoted in rank must pass through the NBC 461 evaluation. The NBC 461 consists of a Common Criteria Evaluation (CCE) and Qualitative Contribution Evaluation (QCE).
For the CCE, a faculty is evaluated on his/ her educational qualification with 85 points, experience and length of service with 25 points, and professional development achievement and honors with 90; with an overall total of 200 points. Whereas for the QCE as the validating factor of the CCE, refers to the teaching effectiveness of instructors, assistant professors and associate professors. This is evaluated by four segments of evaluators; the SELF, PEER, SUPERVISOR, and STUDENTS using the following assessment areas with corresponding weighted points.

B. Enhanced Guidelines on the Accreditation of Full Professors
A faculty who has earned the CCE points of 159-194 already qualifies for Professors 1-6 ranks. Likewise, his QCE as a validating factor covers instruction and research, and/or extension and production as optional QCE depending on the specialization of the concerned faculty.
1. Accreditation Process and Minimum Requirements
A faculty who qualifies for Accreditation as Full Professor upon accomplishment for the following provisions:
1.1 CCE points of 159 or higher and QCE of 61 or higher;
1.2 CCE and QCE print-out duly certified by the NBC No. 461 Zonal Center President and/or Zonal Center Director;
1.3 Five (5) sets of comprehensive resumes, specifying the subject area/field the applicant wishes to be accredited. Candidates will be accredited based on specialization in the highest degree earned.
1.4 Properly accomplished application form. Include research and extension involvement for the last 3-5 years. Submit all accomplished forms to the NBC No. 461-ZONAL CENTER.
1.5 At least one publication of main/principal authorities in refereed or CHED accredited journal or patent or plant variety registration or other creative works registered with the intellectual property office. Refereed journals refer to those indexed in Thompson-Reuters ISI, Harvard, Scopus, Elseiver Indices, etc. and CHED JAS accredited journals;
1.6 The publication/ patent/ plant variety registration or under creative works of the candidate should be relevant to the area where the applicant is being evaluated;
1.7 For a non-doctorate candidate where doctorate is not normally part of career preparation or where such doctoral program is rare, the doctorate requirement shall be waived provided that the candidate has an appropriate master’s degree, has a CCE points of at least 159 in which a total of 20 points were accumulated in any of the following areas:
1.7.1 Books, monograms, compendiums and major bodies of published work;
1.7.2 Scientific articles in publications of international circulation and other works of similar nature;
1.7.3 Discoveries, inventions, and other significant original contributions; and
1.7.4 Research recommendations transformed to public policy benefitting the country; supervision, tutoring, or coaching of graduate scientists and technologists; research results applied or utilized in industrial and/or commercial projects or undertaking
1.8 The result of the accreditation should be forwarded by RAC to the National Accreditation Committee (NAC) through the PASUC Office, for confirmation.
2. Criteria for Accreditation and Rating Guide
2.1 To be accorded a “Full Professor”, the candidates will be subjected to the assessment of recognized authorities in their respective disciplines based on the criteria approved by PASUC. The following are the criteria for rating candidates for full professor:
Research output and publications in referee or CHED accredited journals or PASUC recognized agencies, registered creative works or technology or patents and/ or inventions. 30

The passing mean score shall be eighty percent (80%)
3. Present CHED Memo of the Program pre-requisite of faculty in the program.
Present a consolidated faculty profile matrix involved in the Program indicating their respective academic ranks, education attainment (Ph.D./ EdD; MS/MA; BS degree specializations, licensure examinations passed; years of teaching experience, appointment status, and subject assignments.
