Present the approved Organizational Structure of the Library
The university's organizational structure, approved by BOR as per Resolution No. 194, s2018, shows that the library is directly under the VP for Academic Affairs. The supervision and control of the academic library were clearly defined within the organizational structure of Palawan State University. The Current University Librarian (S.O No. 149 s2020) manages the library and performs various functions, as stated in the approved library manual per BOR Resolution. No. 74, s2020).
The organizational structure of the PSU-Narra Library defines how manpower resources are deployed. The President of the University designates the Cluster Librarian under the direct supervision of the Cluster Dean. The Cluster librarian has an indirect connection with the University Librarian under the supervision of the Vice President for Academic Affairs as they collaborate to improve library services.
The Cluster librarian and the library-in-charge are responsible for the center library and formally report to the Campus Director and the Cluster Dean.
Also, the Cluster Librarian is a consultant responsible for the library services' overall planning, organization, implementation, and supervision and for acquiring books, periodical and non-print materials needed. The library in charge sees the proper administration of library materials and maintenance of records to facilitate the implementation of programs and services and safeguard the efficient use of the library collections and facilities.
The Campus Library Board Committee ensures that the policies are implemented and followed according to the CMOs of different programs. Also advices and review of the practicability of library policies, strategies, and programs, rules and regulations, and act as the main channel of communication between the library and its users..

2. IMPLEMENTATION
Ø Describe the management, administration and supervision of the Library
• The library is administered and supervised by a licensed, full time librarian.
• The Cluster Librarian is a graduate of Bachelor of Library and Information Science at Benguet State University.
• The Cluster Librarian is responsible for the total operation of the Library
Ø Describe the Head Librarian in terms of qualifications, supervisory functions and participation in academic and administrative activities of the institution
Qualifications:
The cluster Librarian finished his Bachelor of Library and Information Science at Benguet State University last June 2019 and passed the Librarians Licensure Examination given last September 2019. He has been working in the Campus Library as Librarian since February 2020.
Supervisory Functions:
The Campus Librarian is responsible for the overall planning, organization, implementation and supervision of the different library services and its program performed in by the library as well as acquisition of the books, periodical and non-print materials needed and see to it the proper administration of those library materials maintains such record to facilitate the implementation of programs and services and safeguard the efficient use of the library collections and facilities.
The Librarians participate in academic and administrative activities. Attends regular academic affairs meetings and supervise the campus library.
The cluster Librarian is directly under the supervision of the cluster Dean and the campus director where he refers administrative problems or issues regarding the library management.

Compensation
Chapter 7 (Compensation), Art 332 of PSU Code, states that “the Board of Regents, upon the recommendation of the President, shall fix the compensation and salaries of University
Personnel in accordance with existing laws and regulations on compensation”
Privileges
Chapter 8 (Study Privileges), Art 334 of PSU Code, states that “Full-time University personnel enjoying a full rate of compensation shall have the privileges of enrolling in the university and enjoy free tuition and reduced fees in courses that shall be beneficial to their regular work, subject to the approval of the President under such rules and regulations as the Board of Regents may promulgate and upon recommendation of the Faculty and Staff Development Committee after approval of the President”. Moreover, Art 335 (Study Privileges of Members of the Faculty and Staff) state that, “Study privileges of members of the faculty or full-time staff personnel shall be governed by such rules as the Board of Regents may, from time to time, promulgate.
Chapter 9 (Leave Privileges), Art 336 also states that “Leave in the University shall be classified as follows: a) maternity leave; b) military service leave; c)leave for voluntary training; d) sick leave; e) vacation leave; f) leave without pay; g)forced leave, and h) special leave as provided in Civil Service Commission Memorandum No. 6 S1996. Likewise, Chapter 10 (Health and Insurance Benefits), Art. 345, states that “Qualified University personnel, the university personnel shall be covered by the Government Service Insurance System (GSIS), employee compensation, and the Medical Care (MEDICARE) Laws. The salary of the two library staff is charged to Municipal aide of the Municipality of Narra, Palawan

The Cluster Librarian is a degree holder of Bachelor of Library and Information Science and is a Registered Librarian. The Librarian is responsible for the planning, organization, implementation and supervision of the different library services and its program performed in by the library as well as acquisition of the books, periodical and non-print materials needed and see to it the proper administration of those library materials maintains such record to facilitate the implementation of programs and services and safeguard the efficient use of the library collections and facilities. The Librarian and the library staff participates in academic and administrative activities. Attends regular academic affairs meetings and supervise the campus library.

1. The salary of staff was sourced from the Municipal fund of Narra, as indicated in their contract 2. The library staff has been given opportunities by the University to develop and improve her skills / knowledge in serving this institution.

The Collection Development Policy of the Library is included in the approved Manual of the Library. In support of the University’s mission, the Library Services has the following objectives in its Collection Development Policy: To acquire additional relevant library resources per academic program.

- The policies and procedures on collection development are included in the approved Library Manual of the library.
- The collection development program is prepared by the library using the curricular programs offered as guide.

- The library is using an in-house preservation of library materials, e.g. covering of books, simple / minor repair, maintaining cleanliness in the storage areas, etc.

1. The Library staff regularly maintain the cleanliness of the library, to check the actual condition of every book and repair them if there are any.

¢ The library adopts an open-shelf system so that students and faculty can freely scan and browse the pages of books they like to read.
¢ The “No Noon Break” policy is adopted to give clients more time in the use of library.
¢ The library is open to clients from 7:00 am to 6:00 pm, which is 55 hours a week.
¢ All freshmen and transferee students are required to attend the library orientation in the use of library at the beginning of every semester.
¢ All library cards to freshmen students shall be issued at the start of classes. Old
student’s library cards shall be validated before using.
¢ Librarians are practicing flexi-time to serve clients form 7:00 am to 6:00 pm.

a. The Library caters the users from 7:00 A.M. until 6:00 P.M. during Mondays- Fridays and no noon break.

2. IMPLEMENTATION

• Location and Site
The library was not strategically planned, constructed/built because it is located in far corner of the campus. It is not very accessible to some students, but the location is conducive to learning. It is far from destructive forces where the students can concentrate well in the research and studies.
• Space Requirement
The library provides a very conducive place for research and study. It is well lighted (natural and artificial light and properly ventilated)
The library’s seating capacity can accommodate 170 or 12.96% of the total enrollment and this exceeds the minimum requirement set by the CHED that is 10% of the enrollment. The library is divided into 4 areas like circulation, periodical, general reference and computer areas.
Describe other Provisions (e.g. Security/Control, IT software, Multimedia Equipment, etc.)
• Security and Control
¢ The Library strictly implement the “NO LIBRARY CARD, NO ENTRY” policy. Library card must be
validate at the start of the semester to serve as proof that the client/s is a bonafide student of the university.
¢ The librarian in the counter at the entrance door of the library shall monitor the coming and going out of clients.
¢ CCTV Camera is installed in the Library.
¢ Bags and other necessary belonging aside from valuable things such as laptops, wallets and gadgets should be deposited at the baggage section.
¢ A logbook is prepared for the IN and OUT of the clients.
¢ Librarian controls the collection being borrowed.
¢ Fire extinguishers is the only available for fire safety requirement but fire exit doors are available and accessible.
• IT Software
¢ The library has the very limited numbers of the computers. It provides the internet and eBook search. The library staff is assigned to assist in their search.
• Multimedia
¢ Audio-visual materials are being kept in the library. The television is being placed in the instructional media center. The center caters not only for movies viewing, but it also serves as classroom, venue for small seminar, meetings, presentations and other academic activities.

• Integrated Library System
¢ The campus library installed the Infolib system. The system has a maintenance setting which is capable of cataloging, searching, circulation, inventory, reporting, periodical indexing and other important library technical activities can be recorded into it. Aside from this the general list of library holdings i.e. books, undergraduate thesis are also available for easy access thru a Microsoft Excel format.
¢ Access to Electronic Collection (e.g. books, e-journals, internet access). Access online databases and eresources.
¢ Hundreds of E-book tells were stored in the computer and now available in the library. Internet access is also available.
3. OUTCOMES
Ø Present evidences/manifestations that the environment in the library is conducive to learning Since the library is located at the far corner of the campus it is conducive to learning. Far from the outside forces that will destroy students concentration in their studies. Large windows are open to let the fresh air and light pass through, electric fans and air condition units were installed. Electric bulbs are installed to provide brighter light.

- The library is aesthetically designed to invite users to come and search for information and acquire knowledge through accurate retrieval of information.
- It is strategically located in an area where in the students and faculty as primary users of its services are comfortable to study and have their research.

The Cluster Librarian prepares the annual procurement plan and presented the plan to the director for approval. Books, periodicals subscription and repair maintenance of facilities are charged to Fiduciary Fund (fund 164) while Fund 101 (from Local Government support) is intended for professional fees and trainings.
The Cluster librarian participates, through requesting funds, allocation of the funds coming from fines and proposing projects for the library for its utilization.
The Cluster librarian seeks financial support and help from local personalities and other institutions for donations.

• The administrators and librarian are doing their best to source out funds from the local government unit where the campus administrator was able to ask for – million budget for the construction of the new library building for the PSU Narra Campus.
• Library fees were utilized for the purchased of books, library supplies and maintenance of the library The librarian have also sought financial assistance for the additional purchase of books for the library. The main library shared their online resources.
