The United Nations Convention on the Rights of the Child (UNCRC) applies to all children and they are Rights Holders.
Adults such as parents, teachers and local government are Duty Bearers who help children and young people to enjoy their rights.
Duty-bearers are individuals who have a particular obligation or responsibility to respect, promote and realise human rights and to abstain from human rights violations. All adults who work for the state are duty bearers, such as teachers, the police and social workers.
