Use of District Materials and Resources Regulations

Prior to any loan of a District Resource, the Resource Authority shall ensure an understanding by the borrower of, at a minimum, the following either through a written loan form duly signed by both parties or other appropriate documented means of accountability:

  1. The resource remains the property of the district and as such no alteration of any kind may be made without advance authorization of the Resource Authority.

  2. The resource must remain, at all times, under the exclusive possession of the borrower and may not be transferred or used by any other individual without prior permission.

  3. If borrowed by a staff member it is clearly stated as to whether or not the resource must be present and available for normal use in the District facility location to which it is normally assigned during the staff member’s normal work schedule.

  4. The borrower agrees to be financially responsible for the replacement value of the resource should loss or damage occur.

    1. Should damage occur and the resource remains, or can be made, functional, it is within the Resource Authority’s discretion to assess an amount less than the replacement value.

    2. The replacement value may be adjusted if the resource has been scheduled and budgeted for replacement; however, there is no requirement to equate any amount assessed to the current depreciated value of the resource.

    3. Any financial obligation resulting from loss or damage shall be resolved within 30 days of notification of such obligation.

    4. If full replacement value has been assessed, and paid in full, right of procession of the resource shall be transferred to the borrower.

  5. It is solely within the purview of the Resource Authority as to the whether or not the resource is returned in acceptable condition.

  6. Recall of the resource may be made at any time regardless of any loan term previously agreed. Failure to return within 2 business days of any demand shall be considered loss of the resource and the borrower shall be liable for full replacement value.

  7. Failure to comply with the above as well as any other conditions that may have been imposed by the Resource Authority shall result in termination of loan privileges for the borrower.
