Whether the original colonists of Kadus chose to abandon advanced technology, or whether an event in their history forced it is unknown, but the present-day inhabitants of Kadus exist in a largely neolithic state, with only a few isolated cultures and settlements having any form of metallurgical knowledge. Many of the tribes which dot the planet's surface are nomadic, moving with the seasons or travelling along major rivers and coastlines in search of fresh food sources.
Kadus' tithe requirements are low - the Planetary Governor, ruling from the orbital fortress Port Kadus, needs only to supply a few thousand warriors every decade to serve in the Astra Militarum, a fate many natives actively seek, staging great contests to be chosen by the 'Sky-People'. These warriors, once properly trained to the basic standard required, make fierce close-quarters fighters, often showing great bravery in the face of danger.

Lokor has had a military presence since the system's founding, though for most of it's history this has been a relatively small garrison. With the recent encroachment of the T'au into the worlds of the Cytarine Cluster, this presence has rapidly increased; thousands of new fortifications and weapons emplacements have been constructed, and the garrison has been increased from a few thousand to over 1 million soldiers, along with several million support staff and civilians.
Orbiting Lokor is the still-under-construction naval base, Port Maran, a necessity as more and more worlds within the Cytarine Cluster fall under the domination of the T'au. Such is the strategic importance of this facility, that an entire squadron of ships has been assigned to its defence, along with many hastily-converted civilian vessels.
