How strong must the wind be blowing to justify a forecast of 86 for tomorrow's maximum temperature in Tulsa?

Air travels 4 degrees of latitude in 24 hours for every 10 kt in wind speed. Since the air must travel 5.5 degrees in 24 hours, the wind speed must be 10 * 5.5/4 = 14 kt.
