The big picture gives you an idea of what weather events are going to take place at the forecast city. If the weather is going to change, you can focus on the changing weather patterns. If the weather is going to remain similar, your forecast process can proceed around slight modifications to persistence. Starting with the big picture gives you a good idea of which specific forecasting tools you should use.
