Why do high clouds appear lighter than the Earth's surface in an infrared satellite image?

High clouds emit less infrared radiation than the Earth's surface because they are colder. In a conventional infrared satellite image, the weakest radiation is color-coded as white and the strongest radiation is color-coded as black. Thus, the high clouds appear whiter.
