What is the difference between a situation that causes freezing rain and a situation that causes sleet?

Both situations are caused when rain falls into a layer of air near the ground that's below freezing. The important difference is the intensity and depth of the cold air. If the air is cold enough and deep enough for the raindrops to freeze before they reach the ground, you will have sleet. If the raindrops don't freeze until they hit the ground (which must be below freezing), you will have freezing rain.
