After reading the above verses, we can know that God used this word in the Bible for angels, for kings (David, Solomon, Joshaphat, Hezekiah, etc.) and for Jewish People (singular and plural).
Therefore, we can say with certainty that this term refers to those who are pious, righteous, and God-fearing. Except for the angel, there is no person dare to claim as "divinity". No great men of Old Testament dared to acknowledge or be considered as "divine" person by others.
The Jews knew very well that this word did not mean "divine". From the beginning till the end, even after the kingdom of Judah was destroyed, God never mentioned that God had other family members or had any secret plan to send “family members” to save Israel.
Thus, in Jesus' day, when Jesus himself declared that he was God's only Son and equal to God, the Jews knew that this was blasphemous (John 10:33).
// The Jews answered Him, saying, “For a good work we do not stone You, but for blasphemy, and because You, being a Man, make Yourself God.” //
as God commanded us in Leviticus 24:16,
// And whoever blasphemes the name of the Lord shall surely be put to death. All the congregation shall certainly stone him, the stranger as well as him who is born in the land. When he blasphemes the name of the Lord, he shall be put to death. //
If God had previously introduced that God had a “family” or inspired the prophets sent to inform that there will be his “son” to redeem the Jewish people, then Jesus will not be considered as to be blasphemous by the Jews.
Let's also assume that God used this method before to save the Jewish people during the beginning, then the Jews were well acquainted that there will be a "Son" from God would come to save them in the future.
God has never used this method before, nor the Jewish people was introduced that God has a “family.” God has long declared a truth: there is no God beside him.
Please remember that God does not say one thing and do another. Because God tells us clearly:
Numbers 23:19
// God is not a man, that He should lie, Nor a son of man, that He should repent. Has He said, and will He not do? Or has He spoken, and will He not make it good? //
1 Samuel 15: 29
// And also the Strength of Israel will not lie nor relent. For He is not a man, that He should relent.” //
