A tied nomination is also a failed nomination, so make sure to mark those as you would nominations that fall well short.
Giving ample time for nominations allows the Gerrymanderer to operate: consider setting a timer for the nomination process to ensure players know how long they have before day's end.
Votes for things other than nomination (such as cults or exiles) do not count towards the Gerrymanderer’s tally.
The Gerrymanderer doesn't like nominations that don't meet the majority, and punishes town for failure.
Playing as the Gerrymanderer
You are a Minion that impacts an overlooked aspect of the game: failed nominations. Your job, therefore, is simple. Sow discord, give others cause to nominate, and reap the rewards. Take advantage of roles like Town Crier, Gatekeeper or Flowergirl to rack up failed votes under the guise of gathering information, and reassure town that you are acting in their best interest. You thrive in towns that cannot agree on who to execute, and you are most potent in situations where the evil team isn’t doing the nominating, so consider asking your fellow evil team members to refrain from nominating unless there is a good reason to do so. If you are asked to kill during the night, you can, of course, expedite town’s demise, but you may also choose to hide yourself by killing a dead player, and giving town the impression you don’t exist - until such time that you can maximise your impact late game.
Example
Travis is the Gerrymanderer. Two players have nominated today, both failures, and so Travis nominates the Savant. Town is forced to put the Savant on the block, or fail and risk the Gerrymanderer killing at night.
Fighting the Gerrymanderer
If there is a Gerrymanderer in play, you’ll need to be cautious about who votes, and when. Is there a Gatekeeper playing particularly fast and loose? Or perhaps a handful of players who are constantly trying to feed the Town Crier information? There is a chance those players may well be massaging nominations to feed the Gerrymanderer. Consider testing the waters with failed nominations early to see if a Gerrymanderer will show themselves, as that is when they are least damaging. Of course, the best defence against the Gerrymanderer is to nominate decisively and cautiously: keeping failed votes at 2 or less will effectively remove them from play, so watch for players who try to push it over the limit.
Example
Belle is the Librarian who has confirmed a Saint is in play. At 2 nominations today, both failed, Travis nominates the Saint. Belle realises this is the Gerrymanderer trying to push on the Saint at a point where the Gerrymanderer would kill, and so Belle nominates Travis instead.
