Thin check letters, vertical blur in right of NE square (2nd state?).
(PPSC).
The mark in the NE square as described by the PPSC is there, but looks more like a scratch to me. It does not follow the line of the side. Nice amount of wear starting to appear around right numeral. State unallocated.
