Folkard states:

State 1 – East side weak at top; West network slightly worn on later prints.

State 2 – West network slightly thinned; Value slightly compressed; B faint.

The only stamp I have show the very bottom of BL which show a slightly weak B. So probably state 2. There is some corroborative evidence in that CL is showing a double N side to NW sq, and a thicker top. This corresponds with Folkard's description of a third state CL.
