This is true. However, details aside, all of these bodies are American. Non have a particular expertise in early British line engraved issues.
In the UK, we have several major bodies that could provide an opinion. The BPA and the PTS are both well respected bodies that are very used to dealing with GB line engraved. Mike Jackson and Mike Williams are less well known but both are acknowledged experts that provide expertisation in this field. Why were none of these used?
The one UK expertisation body that was consulted was the Royal Philatelic Society London. Twice, in 2006 and 2014. The 2006 opinion came back with a bad certificate. It would seem the 2014 opinion was also negative.
"The Royal Philatelic Society London have accepted my request to withdraw both 2006 and 2014 submissions and have refunded the submission fees in full. The full details of the expertisation by the RPSL of this important cover, including the scientific information, will be outlined in due course."
