This position is blessed with two strips of 4, but even then it is plagued by the top of the stamp being obscured by bad perf registration.

Strip of 4, TC-TF. First thought is that this is a state 1. However, there is the possibility that this is a state 2 by re-entry. Compared to TD a above, the background and face has been strengthened, but the letters look thinner. If correct, it would be a shallow re-entry and would add to the number of states.
I think this matches the example above. Probably an earlier example.
