Presently there are not enough good quality scans to be certain of the state development with this lettering. We do have a rather splendid strip of three from Bill Barrell which shows state 2 off very well.

Strip of three. Shows stronger left side, a much stronger right side and unusually TRLs on both sides. The TRL on the right probably relates to the re-entry of PH.
Poor quality image. The H on this example is looking thin and because of this it could be argued that this is another state. However, it still has the TXE evident on the imp and I think I can see the remains of the TRL to the right. On balance I think this is a worn state 2.

I am not sure about this stamp as it looks to sit between PH a and PH f of state 2, but I cannot see a TRL to right.

Poor image. The H now looks chunkier and shows what looks like an extended serif lower left.
Does this go with PH g? The H does not look to be re-cut so there is a question mark here. It does not go with PH f as it shows weaker facial lines but stronger background lattice work than that stamp.

I think these two stamps match with a similar shallow blur to the right and restored facial details. The corner lines are thin which would indicate that the roller was in its last stages of use.
