Folkard states that state 1 shows a weakness on the east side at top and bottom.Second state shows a slightly thinned east side, a slightly compressed “Postage” with the starts being slightly thicker and a compressed value. The east side of the NE square is also double.

I only have scans of two copies of this unit and I am not convinced that they are both 173 as the second A appears to be closer to the base line on the imperf. For the moment therefore I am not allocating states.
