Equipped with an eternal energy engine, he never tires out. Though he likes to fight, he always thinks of battles as games. His power is on par with Piccolo after he merged with Kami-sama, but like Jinzoningen #18, the original purpose for which he was created was as food to allow Cell to reach his perfect form. Also, the Jinzoningen #17 and #18 in the future where the adult Trunks came from are somewhat inferior in power, but are cruel and inhumane. With his limitless power supply, Jinzoningen #17 is capable of a variety of energy attacks. He can also use his specialty, a powerful barrier, to deflect attacks from his opponents.

Because of his rebellious nature, he was considered a failed android and sealed away until Dr. Gero, in a fit of desperation, released him and #18. Ironically, he ended up killing Dr. Gero. After he and #18 finished pummeling the Z Fighters into submission, he, #18, and 1#6 wandered off on a long and fun road trip to Goku's house.

Later in the series, Jinzoningen #17 became little more than fodder for Cell, becoming a part of Cell's very being and powering him up to his Semi-Perfect form. After Cell's defeat, he was revived and continued to wander the countryside, messing with people and having a fun time all by himself.

In Dragon Ball GT, he once again played the role of a victim, being fused together with Hell Fighter 17 to become Super #17. After Super #17's defeat, he is once again revived by the Dragon Balls and presumably went back to aimlessly wandering.

According to Dragon Ball GT Perfect File #2, Goku's final request of Shenlong at the conclusion of Dragon Ball GT to restore the lives of those who didn't deserve to die between the Super 17 and Evil Shenlongs arcs revived Jinzoningen #17.

There is some debate as to whether or not Jinzoningen #17 and his sister are still alive 100 years after the events of Dragon Ball GT (particularly during the time of the 64th Tenkaichi Budokai and the events of the special A Hero's Legacy). While Dr. Gero states that the process of reconfiguring the siblings into cyborgs has made the two immortal, this is contradicted by the special A Hero's Legacy, where it is narrated that Pan is the only character remaining from the generation of the original Z-Senshi.
