I am writing in response to the Editorial of South China Morning Post dated 31st October, 2017.
I agree with the writer of the article. First of all, from the view of Hong Konger’s living habit, the Waste Disposal Fee Scheme (WDFS) can make citizens reduce amount of waste in the future. When people have to pay for the garbage, they do not want to pay extra money. Hence, they will not make unnecessary rubbish in order to save their money.
Secondly, the charge of garbage can be a very high cost to the majority of people in Hong Kong. As most of the Hong Kong people are not wealthy, people who do not want to pay high cost will stop producing unnecessary waste. If they have to pay more, they will be more careful to think what they should dispose.
Second, the scheme is a good means of education. If the policy is implemented, children will experience the effects of WDFS in their life and they will learn how to protect the environment. People used to get free garbage bags. If they need to pay for it at high cost, they will not want to produce too much rubbish so the amount of waste will be reduced. If the policy is implemented, it will get successful.
Someone may think there is no way to avoid making rubbish, but at least it can be reduced by WDFS. Plastic bag fee is an excellent example. At the beginning of the fee firstly introduced, people did not get used to carry their bag. They always requested for plastic bag when they went shopping. But now, taking their own bags to go shopping has become their habit. It is because people do not want to pay extra for just a bag. The policy has been running for 5 years, the number of plastic bags used is greatly reduced. Therefore, I think if Hong Kong Government implement the WDFS, it will help reduce the amount of waste as it can change the Hong Konger’s habit.
The abovementioned ideas are my personal ideas. I hope my opinions can give you another view on the issue.
