GUIDELINES:
When the player tries to win some time for his team. For example: the goalkeeper is going to take a goal kick, but he is doing it very slow, takes too much time than needed. Also could be used if there is an attempt for quickly taken free kick and a player interrupts it, staying in front of the ball. The player should receive a card.

Fifa implemented the new "8 second rule": the GK has a maximum of 6 seconds to release the ball aftar gaining control of it with his hands. If he holds the ball for longer than 6 seconds, the opposite team is awarded a corner kick. So to avoid the software limitations, these situations must be tagged with touch + bad for the GK --> ball out and corner kick
