Eddy currents is an ohmic loss caused by pulsating flux induces currents in a conductor, due to a material's resistivity.
It occurs in conducting materials if subjected to a pulsating or time varying magnetic flux.

It is proportional to the square of (1) frequency (2) flux density (3) material sheet thickness. Also, it is inversely proportional to resistivity of the material.
Core material's eddy currents cause resistive losses. The core flux induces the eddy currents opposing flux density change. The eddy-current losses are a core volume function, frequency, flux density, lamination thicknesses, and inversely proportional to core materials' resistivity
