Overcurrent devices' rating/settings must not exceed conductors' allowed ampacity they protect, except:
where a fuse or circuit breaker has a rating/setting of same values as a conductor's ampacity isn't available and the max calculated/known load is in accordance with the Section 8 rules.
in the case of equipment wire, flexible cord
in sizes Nos. 16, 18, and 20 AWG copper, and tinsel cord, which are considered protected by 15 A overcurrent devices;
or as given by other this code's rules.
The ratings/settings in Table 13 can be used in 800 A max value.
Overcurrent devices protect downstream conductors.
E.g. A 130 amps conductor can be protected by a 150 amps overcurrent.
A load must never pass 130 amps.

Except as provided for by Subrule (1)(c), the overcurrent protection rating shall not exceed:
(a) 15 A for No. 14 AWG copper conductors;
(b) 20 A for No. 12 AWG copper conductors;
(c) 30 A for No. 10 AWG copper conductors;
(d) 15 A for No. 12 AWG aluminum conductors; and
(e) 25 A for No. 10 AWG aluminum conductors.
14 AWG copper with 90° C insulation has 25 amps according to Table 2.
Rule 14-104 (2) effectively limits it to a maximum of load of 15 amps.
