"As for you, Solomon, my son, know the God of your father and serve him with a perfect heart and a willing soul, for the LORD searches all hearts and understands all the mind's thoughts. If you seek him, he will let himself be found by you; but if you abandon him, he will cast you off forever.

And he gave some as apostles, others as prophets, others as evangelists, others as pastors and teachers, to equip the holy ones for the work of ministry, for building up the body of Christ, until we all attain to the unity of faith and knowledge of the Son of God, to mature manhood, to the extent of the full stature of Christ, so that we may no longer be infants, tossed by waves and swept along by every wind of teaching arising from human trickery, from their cunning in the interests of deceitful scheming. Rather, living the truth in love, we should grow in every way into him who is the head, Christ, from whom the whole body, joined and held together by every supporting ligament, with the proper functioning of each part, brings about the body's growth and builds itself up in love.
Ephesians 4:11-16
It is better that all ministries have their support groups. A support group is a group of couples who help the Chapter CC. Members of a support group may or may not belong to the same household. Looking at the bigger picture, all members in the chapter should support all ministries and participate in the various activities.
All chapter CCs are part of the chapter household. However, considering the size of the chapter household, Chapter CCs can be made part of the unit households in a chapter. The guiding principle here is that the chapter leaders (especially the Chapter Head) should know what is happening in all ministries -- both service and pastoral formation. The Chapter Head holds service meetings with Chapter CCs.
