Creating Sites On Mobile Devices
You can view a Google Sites page on most devices - computers, Chromebooks, iPad, smart phone, tablet, etc.
Typically, though, you can only create a Sites page on a computer. But, there is a work around for mobile devices.
iPad and iPhone:
Step 1:
Open browser
Sign into your Google account (so that you can use Google Sites)
Go to sites.google.com
You will see message that says, "To create or edit a site, go to Google Sites on your desktop."
It appears as if you cannot create a Sites webpage on the iPad or iPhone
While on this screen, click the 3 dots in the top, right corner
You will get a drop down of choices
Choose, "Request Desktop Site" (see image on the right)
Step 2: Create a Site
After requesting a desktop Site, the Google Sites editing window opens.
It looks just like the desktop version you would see on a computer.
You can create a new site, or work on a site you created before
At the top, click the + sign
This will create a new, untitled Site
You can design your site entirely on your own, or choose one of the templates from the Template Gallery at the right, top

Type text, import images, add links, calendars, maps, Forms, and more.
You can also embed calendars, maps, Forms, Docs, and more.
In addition, you can use the embed icon to embed additional things using https or iframes.
When done, you can publish your site.
To publish your site, click "Publish" at the top, right corner.
Use the drop down arrow to view your published site.
Go back to the edit mode to make any changes. To publish your changes, at the top right, click "Publish" again.
Step 3: Add Content and Formatting
See the rest of the directions on the page entitled, "Create A Site."
The directions are the same as the directions for a computer once you request a desktop site on an iPad or iPhone.

Step 4: Preview Your Sites Page to See How It Looks
Preview the site to see how content and formatting look
Also, preview the site to see how it will look on different devices - phones, computers, mobile devices, etc. Google Sites pages will resize to accommodate the size of the device screen.
Use the icons at the bottom, right of the sites page when you click on "Preview"
