The Georgia House has passed a measure that proponents say would help keep guns out of the hands of the mentally ill. Today, when a person is involuntarily hospitalized, a report of that hospitalization is sent to state and federal officials to be used in criminal background checks. Under current Georgia law, those reports are kept on file for five years and then withdrawn from federal agencies and deleted by the state. The GOP backed measure, which passed the House by a vote of 161-4, would eliminate that automatic removal after five years and allow the records to be preserved. Republican Rep. Christian Coomer of Cartersville says the measure would bring Georgia in line with every other state in the country.

Changes in Georgia law now make it possible for individuals to limit public access to their Richmond County arrest records in certain circumstances, and Augusta officials have agreed to help residents clear their records at no charge. Interest was high Monday in a new program coordinated by local court and law enforcement agencies to restrict access to a person’s arrest record under certain circumstances when the charges don’t lead to a conviction. About 200 people showed up at the main Augusta library branch to find out more, including Karen Denham. She said she’d been arrested nearly two decades ago after being questioned about a juvenile fight. Denham, who now cares for a disabled child, said she never pleaded guilty to a charge but hears about problems with her criminal background occasionally when applying for work.

The Georgia General Assembly is currently considering a bill that would remove barriers to employment and housing for convicted felons. House Bill 981 would put restrictive access on background checks for certain offenders. Those who would be able to make the request through the court would be offenders who have committed certain misdemeanors and felonies, been in prison for up to 10 years and who have been convicted of certain burglaries and possession of controlled substances and marijuana. Gwenette Westbrooks, president of the Macon chapter of the NAACP, commended the bill. She said that its passage could help to eliminate housing and employment discrimination and avoid judgement for offenders.

The Georgia Bureau of Investigation made changes to its computer system that allows criminal background checks after having issues since the middle of March, according to a spokesperson. Sherry Lang told Channel 2's Amy Napier Viteri the GBI made software changes to the Georgia Crime Information Center, or GCIC, after experiencing delays of up to two to three days on name-based checks. "It's a process that you should be immediately fixing when you know the issue is occurring," said Corey Hardiman. Hardiman, a Morehouse senior, told Viteri he was locked up along with dozens of others after demonstrating for Medicaid expansion at the state Capitol. He said he and others were told the system was down and spent hours waiting to be processed out of jail after the judge signed bonds.
