Based on 2017 legislation, the state is planning to launch the Colorado Applicant Background Services (CABS) program to increase the number of locations where people can obtain civil fingerprints for background checks for Colorado’s 64 professions requiring licensing. Two vendors (IdentoGO and Colorado Fingerprinting) have agreed to provide sites—including mobile locations—across Colorado where citizens can obtain their fingerprints for background check purposes. The fingerprints will be directly submitted to the Colorado Bureau of Investigation (CBI) for processing. IdentoGO is currently offering fingerprinting services across Colorado. The Division of Professions and Occupations and the Colorado Board of Nursing want to update you on the exciting progress we have made for nurses and applicants affected by enactment of SB 18-027, Concerning the enactment of the Enhanced Nurse Licensure Compact, on January 18, 2018. We have been notified by the Colorado Bureau of Investigation (CBI) that the Federal Bureau of Investigations (FBI) has approved Colorado’s fingerprint background checks. CBI is now ready to accept fingerprint submissions. The Board will continue to issue temporary permits until such a time that we are assured the fingerprint process is proceeding appropriately. This will ensure applications are processed timely and qualified nurses are authorized to practice nursing until their fingerprint background checks are processed. Concerning the enactment of the Enhanced Nurse Licensure Compact, was signed into law on January 18, 2018. As the Division works to implement the bill, pending applications will continue to be processed, including allowing applicants to take their nursing licensing examination when applying for licensure in Colorado. The Division is working to implement the process for the new fingerprint based criminal background check requirement. The Colorado Bureau of Investigation is currently awaiting approval from the Federal Bureau of Investigation, which is required prior to processing the fingerprint background checks. Approval from the FBI can take up to 120 days.
