The inspector general of the Department of Health and Human Services found the department was not, as of earlier this fall, conducting required FBI fingerprint background checks for the 1,300 staff members overseeing migrant children housed at a Texas facility.
In a memo from the department watchdog Tuesday, the inspector general reported that HHS relied on private contractors with access to less comprehensive data than the more rigorous FBI background check when hiring for the temporary facility in Tornillo, Texas, which sprang up in response to increased need at the border in June.

Of the three states that recently expanded comprehensive background check (CBC) policies to include all gun transfers, including those among private parties, only Delaware showed an overall increase in firearm background checks. Washington and Colorado had no changes, which the study authors say suggests that compliance and enforcement were incomplete. The study, which posted online October 6 in Injury Prevention, is believed to be the first to assess the association between CBC policy enactment and changes in background-check rates. It was conducted by the Violence Prevention Research Program at UC Davis and the Johns Hopkins Bloomberg School of Public Health.

The new program is called the West Virginia Clearance for Access: Registry and Employment Screening (WV CARES), and went live in all of the state's nursing homes on Aug. 1. All prospective direct care workers who apply for positions in the state will be required to go through this check, including: home health agencies; providers of hospice care, long-term care hospitals, personal care services, adult day care; and residential care providers that arrange for or directly provide long-term care services, including assisted living facilities, and intermediate care facilities for individuals with intellectual disabilities, a press release stated.
