No decree, No Kingdom, No Church
1. God's kingdom that is in heaven cannot come to earth without a decree from a child of God.
In building God's kingdom on earth, God has bound Himself to His children's obedience to His commands.
He has ordained that He will build Kingdom and His Church on earth through the decrees of His people.
If we as the children of God do not decree His will on earth, then His Kingdom cannot come, and His Church cannot advance.
If His people follow their traditions and fears, and magnify the power of darkness and wickedness, then darkness and wickedness will reign on the earth.
Matthew 16:19 NIV Margin
19 I will give you the keys of the kingdom of heaven; whatever you bind on earth will have been bound in heaven, and whatever you loose on earth will have been loosed in heaven.

19 I will give you the keys of the kingdom of heaven; and whatever you bind (declare to be improper and unlawful) on earth must be what is already bound in heaven; and whatever you loose (declare lawful) on earth must be what is already loosed in heaven.
The KEYS OF THE KINGDOM OF HEAVEN are the revelations of the will of the Father---His plans and purposes for all men and all creation.
To BIND AND TO LOOSE is to make decrees, to command, and to make declarations by persons in authority.
It is a rabbinical term used by the Jewish religious leaders when they make commands and decisions permitting or forbidding what the people of Israel can or cannot do.
2. Jesus wants His Church to make decrees---to bind and loose--- what has been decreed in heaven.
When we receive truths and revelations of His will and plans for our lives and for others, we are to decree these blessings over all men.
We are to decree on earth what has been decreed in heaven.
We are to bind and loose on earth what has been bound and loosed in heaven already.

3. Jesus said that He will use the decrees of His people to build His Church on earth.
If we do not decree the decrees of heaven, if we do not know how to make such decrees, then Jesus cannot build His Church.
If we only speak what we see and hear from man, and not what we hear from heaven, then Jesus cannot advance his Kingdom on this earth.
Matthew 16:18-19 NIV Margin
18 And I tell you that you are Peter, and on this rock I will build my Church, and the gates of Hades will not overcome it.
19 I will give you the keys of the kingdom of heaven; whatever you bind on earth will have been bound in heaven, and whatever you loose on earth will have been loosed in heaven.
In verse 18, Jesus declares that He will build His Church on the declaration that "He is the Messiah, the Son of the Living God."
This declaration has become the foundation and rock for Jesus to build his Church.
But to build the Church on top of the rock and foundation of "Jesus the Messiah", Jesus will give us more revelation of His Kingdom [= more keys of the Kingdom of Heaven].
When we receive these keys, we are to pray using these keys, and to decree them on this earth.
Only then will Jesus be able to advance His Kingdom and build His Church.
4. These verses in Matthew 16 are the only place in Scripture where Jesus taught about building His Church on earth.
And He also taught specifically how His Church is to build His church together with Him.
He will give us the keys of the kingdom of Heaven.
And we are to decree them on earth.
We are to decree on earth what has been decreed in heaven.

5. If the Church today is unwilling to believe the words of Jesus and make decrees as a king, then the Church will not advance in our lifetime.
With no faith, no decrees are made, no Kingdom advance is possible, and no Church expansion is seen.
No faith, no decree, no Kingdom advance, no Church expansion.
In the story of the storm over the Sea of Galilee, the disciples were full of fear, and had no faith to make a decree to rule over their circumstances.
The Lord made a decree, and the Kingdom of God reigned.
Mark 4:38-40
38 Jesus was in the stern, sleeping on a cushion. The disciples woke him and said to Him, “Teacher, don’t you care if we drown?”
39 He got up, rebuked the wind and said to the waves, “Quiet! Be still!” Then the wind died down and it was completely calm.
40 He said to His disciples, “Why are you so afraid? Do you still have no faith?”
6. However, Jesus will raise up an end-time generation of believers of simple faith who will know how to pray and make decrees in accordance with their prayers.
Jesus said that He is building His Church.
Jesus will not fail.
This generation may fail, but it will not hinder the plans of God.
Therefore, His Spirit is moving and stirring up a new generation of believers who will take hold of the revelation that they have been made kings and priests to pray and to make decrees on earth.
Of this group of believers, Jesus said that "Nothing shall be impossible for you."
Matthew 17:20
20 He replied, "Because you have so little faith. Truly I tell you, if you have faith as small as a mustard seed, you can say [ = make a decree] to this mountain, “Move from here to there,” and it will move.
Nothing will be impossible for you."
7. When we learn to make decrees, even mountains can move.
Even if our faith is small, like a mustard seed, if we will just believe that what we decree will happen, then nothing shall be impossible for us.
Matthew 17:20
20 He replied, "Because you have so little faith. Truly I tell you, if you have faith as small as a mustard seed, you can say [ = make a decree] to this mountain, “Move from here to there,” and it will move.
Nothing will be impossible for you."
Does the Church today dare to believe that "Nothing shall be impossible for us?"
If we say that the promise of Jesus that "Nothing shall be impossible for us" is only limited to men of great faith of the past and not for us today, then we are saying that our Lord is a liar.
However, if our Lord means what He says and says what He means, and if He is not a liar, that all things are possible if will will learn to decree in faith.
Then God's Kingdom will come.
Then His will is done on earth as it is in heaven.
Then the Church of Jesus will grow on this earth, no matter what the opposition.
8. The end-time Church on earth will be a mature glorious Church, as it is in heaven, when God's people believe this revelation, and decree it on earth.
For the last 2000 years, Jesus has been building His Church through the prayers and decrees of a believing remnant.
The Church has been growing in the last 2000 years because of a believing remnant who prays and know how to believe God for the answers.
However, the Church in general has never been taught to rule and reign with Jesus over every situation.
Church growth and maturity was thought to be attained only by those in leadership while the people in general were fed milk time and time again, never ever growing up to maturity in Christ.
Hebrews 5:11-13
11 We have much to say about this, but it is hard to make it clear to you because you no longer try to understand.
12 In fact, though by this time you ought to be teachers, you need someone to teach you the elementary truths of God’s word all over again. You need milk, not solid food!
13 Anyone who lives on milk, being still an infant, is not acquainted with the teaching about righteousness.
The Church in general is equivalent to a river that is a 100 miles wide but an inch deep in terms of spiritual maturity.
Most do not know who they are in Christ, what they have in Christ, what they are called to do in Christ, and how to fulfill God's plans for their lives and for the nations.
This will change as God's children are taught to make decrees.
They will see God's miracles and victory in every situation they face.
They will receive the grace of God to live holy lives.
They will know the full counsel of God and will not be easily deceived by demonic doctrines of man.
They will know how to speak blessings and prophecy over one another and build up the body of Christ.
The Church will be prepared as a glorious bride for the Lord Jesus when all believers are taught to make decrees and build heaven in their lives on this earth.
Ephesians 5:25-27
25 Husbands, love your wives, just as Christ also loved the church and gave Himself for her, 26 that He might sanctify and cleanse her with the washing of water by the word,
27 that He might present her to Himself a glorious church, not having spot or wrinkle or any such thing, but that she should be holy and without blemish.
Ephesians 4:11-14
11 And He Himself gave some to be apostles, some prophets, some evangelists, and some pastors and teachers,
12 for the equipping of the saints for the work of ministry, for the edifying of the body of Christ, 13 till we all come to the unity of the faith and of the knowledge of the Son of God, to a perfect man, to the measure of the stature of the fullness of Christ;
14 that we should no longer be children, tossed to and fro and carried about with every wind of doctrine, by the trickery of men, in the cunning craftiness of deceitful plotting.
