Smith (born about 1703 in Abingdon Parish, Gloucester County, Virginia Colony), who was married to Mary Polly Hawkins - daughter of Captain John Hawkins (abt. 1666 - 1726 in Sittingbourne Parish, Old Rappahannock, Virginia), and, though distantly related, is of another line of the Hawkins family.

A Story of Two Brothers and One Woman
Stephen and Charles Smith (or Noblet) were brothers. They apparently shared more than the same parents; they also shared the same woman, Phoebe Hawkins, daughter of John Hawkins and Mary Long. The scandalous relationship between them is supported by records, as listed below:
Based upon records in Virginia, Phoebe Hawkins appears to have had two daughters born out-of-wedlock, both likely fathered by Stephen Smith (sometimes referred to as "Stephen Noblet" or "Stephen I.K. Smith" in some records). This is proven by the following record in Spotsylvania County:
Phebe Hawkins, and infant, by Mary Hawkins her next friend, complains July 1735, of Stephen Noblit (otherwise called Stephen Smith). Charles Noblit alias Smith, brother of the defendant, being possessed of divers goods and chattels to the value of 200 pounds intended to marry Phebe. On the last day of March, 1733-4 the defendant scandalously and maliciously did say “Phebe Hawkins is a whore and I have lay’n with her” . She has thus fallen into great infamy and Charles has refused to marry her. She asks damages of 250 pounds current money. .....Dismissed.
(Note: the Mary Hawkins listed as "her next friend" was likely her mother).
The two daughters, apparently born out-of-wedlock to Stephen Smith and Phoebe Hawkins were as follows:
1. Lucy Smith, who was born abt. 1734/35 (and was likely the "infant" listed with Phebe in the record above). She married Lt. John Robinson on 24 November 1757 in Orange County, Virginia.
2 Agnes Smith, who was born abt. 1738 in Spotsylvania County. She married William Robinson, who was the father of John Robinson, noted above, as unlikely as it may seem. Agnes at the time of her marriage on 27 January 1757 would have been 29 years younger than her husband. William Robinson's 1st wife, Agatha Beverley had apparently died prior to their marriage.
The following record in Orange County, Virginia confirms their marriage:
Orange County, Virginia Wills
Indenture between WILLIAM ROBINSON of Spots. County, and AGNES SMITH, Spinster of other part, daughter of Stephen Smith of Orange. Whereas a marriage is intended by the Grace of God shortly to be had between William Robinson and Agnes Smith, this Indenture in consideration of said marriage... William Robinson hath devised unto Agnes Smith two negroes .. one feather bed .. during her natural life .. if William Robinson should have any children by Agnes, that after her death, negroes and bed to be divided equally between them, but if no such children, then they are to return to my former children .. 2 Feb 1758.

Francis Smith, An Rice
Recorded Orange County 22nd June 1758
After the record listed above in 1735, it appears that Phoebe did later marry Charles Smith (sometimes referred to as "Charles Noblet"), by about 1740. They were the parents of six children.
References
International Genealogical Index. (LDS Church, 1999-2005).
Note: there varied estimates of Phoebe Hawkins' birthdate from 1704 to 1740. As she clearly was the mother of Lucy Smith, who married Lt. John Robinson on 24 Nov. 1757; and of Agnes Smith, who married William Robinson on 27 January 1757, Phoebe was very likely married by abt. 1734, placing her likely birthdate sometime between 1715-1717.

About Samuel Smith
*Note:
Elizabeth Downing 1669-1739
Elizabeth Downing could not have been his mother, as she was only 11 yrs old when he was born. His mother must have died prior to his father's marriage to Elizabeth.
His father, William Smith, was not born in 1678, as he was 18 in that year, meaning he had to have been born in 1660 (some records indicate he may have been born as early as 1654). He also had to have been born in England, not Virginia.
Elizabeth Downing appears to have been born in Virginia and probably went to England to marry him. Records indicate they were married on June 21, 1695, 15 years after the birth of Samuel. That would've been plenty of time for William to have had a prior wife and children. Records are difficult to verify and oaths are even more difficult, as they tend to rely on the spoken word of a person (who signed a legal document to confirm their statement), and could've been done when they were feeble and of old age, as in the case of William taking an oath on February 9, 1739, only 8 months before his death.
It's always better to do research and rely on mathematical figures based on verifiable dates & ages...which is what i've done.
So far, Samuel Smith's mother is unknown.

*Note:
Elizabeth Downing was born in 1669 and could not have been the mother of Samuel Smith, as she was only 11 yrs old when he was born. His mother must have died prior to his father's marriage to Elizabeth (his first wife may have died in childbirth).

So far, Samuel Smith's mother is unknown.
William Smith was most likely the son of Richard Smith, immigrant, and Richard's wife Anne Hull Smith.
"He was of legal age by 1678, which means he was born in England prior to his father's coming to America. This is supported by an oath taken on February 9, 1739 which states that he and his wife Elizabeth Downing were imported into this Colony immediately from England." (Orange County Order Book, p. 116).
William married Elizabeth Downing, the daughter of William Downing Jr. and Mary. Elizabeth was born on December 30, 1669 in Northumberland County, Virginia. Her birth record appears in the St. Stephen Parish Register (Keach, 1920).
William Smith and Elizabeth Downing had seven known children. This is supported by his will, which names wife Eliza, sons Edwin, John, Samuel, Jesse and Benjamin, and daughters Eliza and Ann.
In 1712, William and Elizabeth deeded land from the estate of William Downing to Samuel Blackwell, husband of Elizabeth's sister, Margery (Downing) Blackwell:
1712, Oct. 20. William Smith and Elizabeth, his wife, one of the daughters and coheirs of Wm. Downing, Jr., deed to Samuel Blackwell of St. Stephen's parish for 788 acres of land, more or less now in the possession of Samuel Blackwell and his wife. (Northumberland Record Book, p. 304).
William Smith's will was written on September 14, 1739. It was probated in Orange County, Virginia on October 25, 1739. (Orange County Will Book 1, pp. 108 - 109).
Zachary Taylor, the grandfather of President Zachary Taylor, was a witness to the will.
