國立聯合大學設校務會議議決校務重大事項，下設程序與法規委員會、校務發展委員會、校務考核委員會、校園規劃及興建委員會及司選小組。其運作依據《大學法》及學校組織規程相關規定所訂定的《國立聯合大學校務會議設置辦法》。這個會議的組成旨在確保學校決策的廣泛性與代表性，不僅涵蓋了當然代表，更透過民主選舉產生了多元的票選代表(學生、教師、職員及學生)，賦予他們在會議中發言與表決的權利。

The National United University has established a University Council as the supreme deliberative body for major institutional affairs. Under the Council are the Committee on Procedures and Regulations, the University Development Committee, the University Evaluation Committee, the Campus Planning and Construction Committee, and the Nomination and Selection Subcommittee.

The operation of the University Council is conducted pursuant to the University Act and in accordance with the relevant provisions set forth in the University’s Organizational Regulations, as stipulated in the Regulations Governing the Establishment of the University Council of National United University.

The composition of the Council is designed to ensure inclusiveness and representativeness in institutional decision-making. In addition to ex officio members, the Council includes elected representatives—comprising faculty, staff, and students—who are democratically elected and duly vested with the rights to speak and to vote in Council meetings.
