1. 本校為維護教職員工工作權益,提供免於性騷擾之工作環境,並為防治性騷擾及保護被害人權益,訂定「國立聯合大學性騷擾防治、申訴及懲戒要點」,。
2. 本校應聘新進人員時,應徵者應於報名時檢附具結書,具結本人未有相關性侵害犯罪或性騷擾、性霸凌行為,並同意本校至有關系統申請「性侵害登記資料查閱」;此外於本校校務基金工作人員契約書中亦聲明工作人員應尊重他人與自己之性或身體之自主,避免不受歡迎之追求行為,並不得以強制或暴力手段處理與性或性別有關之衝突,另外依教育部訂定「學校辦理契約進用人員通報查詢作業注意事項」規定,契約進用人員經調查確認有性侵害、性騷擾或性霸凌行為者,應予終止契約關係或終止運用關係,並辦理通報、資訊之蒐集、查詢、處理、利用之事項。
3. 本校為促進性別地位之實質平等,消除性別歧視,維護人格尊嚴,厚植並建立性別平等之教育資源與環境,依性別平等教育法第六條規定成立「國立聯合大學性別平等教育委員會」,並由本校性別平等教育委員會負責處理性騷擾防治法及性別工作平等法的性騷擾申訴案的審議及調查,此外,性騷擾事件之調查以不公開方式為之並保護當事人之隱私及其他人格法益
4. 本校每年皆開設性別平等相關課程,供本校教職員上課,以促進別平等校圖學習環境。
1. National United University has hereby established the Guidelines for the Prevention, Complaint, and Disciplinary Measures of Sexual Harassment to protect the rights and interests of faculty and staff, ensure a work environment free from sexual harassment, and safeguard the rights of victims through preventive and protective measures.
2. When recruiting new personnel, applicants are required to submit a written declaration affirming that they have not committed any acts of sexual assault, sexual harassment, or gender-based bullying, and consenting to the University’s request for official verification through the “Sexual Offense Record Inquiry System.” Furthermore, employment contracts under the University’s institutional fund stipulate that employees shall respect the sexual and bodily autonomy of themselves and others, refrain from unwelcome advances, and avoid the use of coercion or violence in resolving issues related to sex or gender.
In accordance with the Ministry of Education’s Guidelines for the Reporting and Inquiry Procedures Regarding Contract Employment Personnel at Educational Institutions, any contracted personnel found, after investigation, to have committed acts of sexual assault, sexual harassment, or gender-based bullying shall have their contract or engagement immediately terminated, and the relevant notification, data collection, inquiry, and processing procedures shall be duly executed.
3. In order to promote substantive gender equality, eliminate gender discrimination, and safeguard personal dignity while cultivating an educational environment grounded in gender equity, the University has, pursuant to Article 6 of the Gender Equity Education Act, established the National United University Gender Equity Education Committee.
This Committee is responsible for the review and investigation of sexual harassment cases under the Sexual Harassment Prevention Act and the Act of Gender Equality in Employment. All investigations are conducted in a confidential manner to protect the privacy and personal rights of the parties involved.
4. The University conducts annual gender equality training programs and courses for faculty and staff to foster an inclusive and gender-equitable campus and learning environment.
另外,依據《性別平等教育法》、《性別工作平等法》及《教育人員任用條例》等法規,制定並全面實施「反騷擾政策」,以保障全體教職員及學生免於性騷擾、職場霸凌、不法侵害及其他形式的騷擾,並確保校園與工作環境的安全與尊嚴。
政策主要內容如下:
1. 防治騷擾與性騷擾防治
o 建立防治騷擾及性騷擾之制度,涵蓋預防教育、即時通報、緊急處理及後續輔導機制。
2. 保護被害人與隱私
o 調查過程採不公開原則,並確保被害人及相關人之隱私權,避免二次傷害。
3. 申訴與調查機制
o 設立多元申訴管道,由性別平等教育委員會(性平會)負責受理與調查,並提出懲戒與改善建議。
4. 懲戒與防範措施
o 對經查證屬實之騷擾行為,依《性別平等教育法》、《性別平等工作法》及校內懲戒要點進行處分,並要求加害人接受教育課程及行為矯正。
5. 支援與輔導措施
o 為受害教職員及學生提供心理諮商、法律協助,並在必要時進行職務調整或學習安排,以減輕因事件造成的身心疾病影響。
6. 學生受教權保障
o 確保學生在校園中享有免於騷擾的安全學習環境,並透過教育與宣導提升全體師生對反騷擾議題的認識與防範能力。
Furthermore, in accordance with the Gender Equity Education Act, the Act of Gender Equality in Employment, and the Regulations Governing the Appointment of Educational Personnel, the University has formulated and fully implemented an Anti-Harassment Policy. This policy ensures that all faculty members, staff, and students are protected from sexual harassment, workplace bullying, unlawful conduct, and all other forms of harassment, thereby maintaining a safe and dignified academic and professional environment.
The principal contents of the policy are as follows:
1. Prevention of Harassment and Sexual Harassment
An institutional framework has been established encompassing preventive education, immediate reporting mechanisms, emergency response procedures, and post-incident counseling services.
2. Protection of Victims and Privacy
All investigations are conducted confidentially to ensure the privacy of victims and related parties, thereby preventing secondary harm.
3. Complaint and Investigation Mechanism
Multiple channels for filing complaints are available, and the Gender Equity Education Committee is responsible for receiving, investigating, and recommending disciplinary or corrective actions.
4. Disciplinary and Preventive Measures
Verified acts of harassment are subject to disciplinary actions pursuant to applicable laws and University regulations, and perpetrators are required to complete educational and behavioral correction programs.
5. Support and Counseling Measures
Psychological counseling, legal assistance, and, when necessary, job or academic adjustments are provided to mitigate the physical and emotional impact on victims.
6. Protection of Students’ Right to Education
The University ensures a safe and harassment-free learning environment and promotes awareness through educational initiatives and prevention campaigns.
