本校設有節約能源宣導與推動小組,進行能源審查並確定能源使用情形,定期分析比對用電量資料,確定資料之可靠性,找出異常用電系統,解析用電異常原因,再進一步尋求改善策略。
National United University has established an Energy Conservation Promotion and Implementation Task Force responsible for conducting energy audits and verifying patterns of energy consumption. The Task Force regularly analyzes and compares electricity usage data to ensure data accuracy and reliability, identifies systems with abnormal power consumption, investigates the causes of such irregularities, and subsequently develops strategies for improvement.
一、制度面與能源盤查
已成立「節約能源宣導與推動小組」,並於 113 年 10 月 17 日召開第 2 次會議。
定期比較 112 與 113 年度 1–9 月用電、水、天然氣使用量,並監控 EUI(能源使用強度)目標。
112 年 EUI 值 = 50.7 (達標),113 年預估 EUI = 52,因新增宿舍為新基期年不列入檢討。
二、既有設施節能更新計畫
文件明確記錄多項汰換與升級既有建築能效設備的計畫與補助申請:
經濟部商業服務業節能設備汰換補助
更換游泳池、健身中心、桌球室等 5 台氣冷式箱型冷氣(28 kW × 5)。
更換學生第一餐廳水冷式箱型冷氣 3 台(18 kW × 2、35 kW × 1)。
內政部建築研究所「114 年度中央政府公有既有建築物及建築公共緊急避難空間能效改善及淨零示範補助計畫」
列出 9 項改善方向,包括:
建築外殼與屋頂隔熱改善
開窗隔熱改善
空調主機性能提升或汰換
室內照明節能改善(LED)
高效率熱泵熱水系統
建置或升級 建築能源管理系統(EMS)
納入再生能源與儲能系統
已於 113 年 10 月 18 日安排技師到校現勘,準備申請 11 月 4 日截止之補助。
校內 EMS 電能管理系統更新
文件指出 「硬體年久失修亟須更新升級,預計於 113 年底申請 114 年補助計畫」。
三、具體節能汰換項目與預算(決議通過)
會議第 3 案:「節能會議應訂有計畫及經費預算」照案通過,114 年預定執行項目如下(→ 總計 18.8 百萬元,顯示已規畫具體年度汰換與改善工程。 ):
National United University has established an Energy Conservation Promotion and Implementation Task Force, which convened its second meeting on October 17, 2024 (Academic Year 113).
The Task Force conducts regular comparative analyses of electricity, water, and natural gas consumption between January and September of 2023 (Academic Year 112) and 2024 (Academic Year 113), and monitors progress toward the Energy Use Intensity (EUI) targets.
The EUI value for 2023 was 50.7 (target achieved), while the projected EUI for 2024 is 52. As new student dormitories were completed during the base year, they are excluded from the current-year evaluation.
Documentation clearly records multiple initiatives and subsidy applications concerning the replacement and upgrading of existing building energy systems:
Subsidy for Energy-Efficient Equipment Replacement for Commercial and Service Sectors, Ministry of Economic Affairs
Replacement of five air-cooled packaged air-conditioning units (28 kW × 5) serving the swimming pool, fitness center, and table tennis room.
Replacement of three water-cooled packaged air-conditioning units in the Student Cafeteria No. 1 (18 kW × 2 and 35 kW × 1).
Institute of Building Research, Ministry of the Interior — 2025 Central Government Subsidy Program for Energy Efficiency Improvement and Net-Zero Demonstration in Existing Public Buildings and Public Emergency Shelter Spaces
The plan outlines nine areas of improvement, including:
Enhancement of building envelope and roof insulation
Improvement of window insulation performance
Upgrading or replacement of central air-conditioning units
Indoor lighting efficiency improvement (LED installation)
Deployment of high-efficiency heat pump water heating systems
Establishment or upgrading of Building Energy Management Systems (EMS)
Integration of renewable energy and energy storage systems
A site inspection was conducted on October 18, 2024, by professional engineers in preparation for the subsidy application deadline of November 4, 2024.
Campus EMS Modernization
The documentation indicates that the existing hardware of the electrical energy management system has become obsolete and requires urgent upgrading, with plans to apply for the 2025 (Academic Year 114) subsidy program by the end of 2024 (Academic Year 113).
Agenda Item No. 3 of the meeting—“Energy Conservation Meetings Shall Establish Specific Plans and Budget Allocations”—was approved as proposed.
The following projects are scheduled for implementation in 2025 (Academic Year 114), with a total planned budget of NT$18.8 million, demonstrating a concrete annual plan for system replacement and energy performance improvement.
本校為優化整合電能管理系統,目前各大樓均已設置用電紀錄器或區域性之電能管理系統,採用智慧型網路資訊監視管理系統,可自動收集統計各單位之用電量,提供全校師生瞭解各單位即時用電情形,設置教室能源管理系統及改善校園路燈控制系統,完善綠能機房,以提升全校節能成效。目前本校年平均電力使用效率(PUE)值約1.45達國際銀級標準,每年節省約百萬元電費支出。
To optimize and integrate its electrical energy management system, National United University has installed electricity data recorders or localized energy management systems in all major buildings. The University employs an intelligent network-based energy monitoring and management system that automatically collects and compiles electricity consumption data across all units, thereby enabling faculty, staff, and students to access real-time information on electricity usage by department.
In addition, the University has implemented a classroom energy management system, improved the campus streetlight control system, and established an energy-efficient green data center to further enhance campus-wide energy-saving performance.
At present, the University’s annual average Power Usage Effectiveness (PUE) is approximately 1.45, meeting the international silver standard, and achieving an annual savings of approximately NT$1 million in electricity expenditures.
