Although not a requirement the Storage building should be centrally located in your village. This will reduce the time it takes for your Villagers to drop off items so they can get back to work.

There should be many regular chests inside the room, (trapped chests should also work) as well as a crafting table so the villagers can craft wooden tools. Only one villager can use a crafting table at one time. The storage room will not recognize multiple crafting tables and villagers will queue to use the single table.

The room will also recognize one furnace that the Miner will use to smelt charcoal.

Like all items Villagers interact with, chests must be on the floor (same y as the bottom of the door). Villagers will not recognize chests that are stacked.
