Served on Falls Church City School Board as a member, vice-chair, and chair from 1988 through 1993.

Elected to the City of Falls Church City Council in 1994, serving for four years.

One of the founders of the Falls Church City Public Schools Day Care Program in 1976, an early model for the State of Virginia.

As School Board chair, led a citizens’ committee to develop the system's first Strategic Plan, which established core priorities for the schools.

As School Board and City Council member, headed an initiative to establish the Northern Virginia Graduate Center of the University of Virginia and Virginia Tech for the City of Falls Church.

As a Council member, initiated actions at the state level to establish the City of Falls Church's Economic Development Authority.

Served as a member of the Citizens for a Better City, the Falls Church League of Women Voters, and as an early activist for Falls Church Arts.
