Sabotage

As with espionage, this is controlled in Civilisation through pushing units around the map. A preferable model is a dialogue screen that involves spending money and deciding targets, and getting results.

The player should be able to direct sabotage at any infrastructure, with the possible exception of those that are so large as to preclude effective sabotage (e.g. roads are too long to sabotage, whereas bridges are an appropriate size).

There should be various levels of sabotage possible: minor damage; moderate damage; major damage; total destruction. The higher the damage level ordered, the higher the cost. Based on a random factor, the actual damaged achieved may be lower.
